Skoltech plans to put several 5G base stations with their firmware into commercial operation by the end of the year. They will be operating in the network of one of the operators.

 
 According to Dmitry Lakontsev, head of wireless communications and IoT area of the Skoltech-based NTI Center of Competence, this is the only domestic software solution for base stations. The solution is also compliant with OpenRAN standards.

 
 Skoltech together with MTS, MegaFon, beeline and the Open Net Technologies Association have already completed the first stage of the laboratory testing of the station. During the tests, the download speed was more than 1 Gbps. The 5G base station operated by the software developed by Skoltech was implemented on a hardware platform that consists of servers based on Intel processors. The Foxconn’s solution for 4.8-4.99 GHz band was used as a transceiver. The Russian analogues of this equipment are being developed and will become available on the market in the near future.

Skoltech to Bring Part of 5G Base Stations into Commercial Operation this Year

The companies of Yandex, VK, Ozon, MTS, Beeline and AmberData (controlled by the National Media Group) plan to become advertising data operators, which are required to send information about all campaigns in Runet to Roskomnadzor starting from the fall of 2022. Previously, it was expected that advertising market players would be able to independently transfer this information (the cost of contracts, the timing of campaigns, etc.) directly or through advertising data operators. However, a new set of amendments was adopted in July, allowing the data to be transmitted through advertising data operators only.

 
 According to the RBC sources, Yandex and VK have confirmed plans to become advertising data operators. MTS expects that the company’s subsidiary will be included in the list of applicants for this status. Ozon also confirmed the plans to create its own operator. AmberData is “working on theoperator creation”.

 
 According to Stanislav Danilov, a partner at the Pen & Paper law firm, working through an advertising data operator allows the advertiser to avoid the risks of incomplete or inaccurate data provision. Roskomnadzor said that it “does not have the authority to set prices for the services of advertising data operators”. At the same time, there are no instructions or recommendations concerning the costs of advertising data operator services in the law and in the already adopted bylaws.

Six Russian Companies Plan to Become Advertising Data Operators

T2 RTK Holding (Tele2 brand, owned by Rostelecom) initiated restructuring with the subsequent spin-off of the tower business into an independent legal entity. Tele2 says that “the formation of the tower company has not been completed yet”, and “different options of infrastructure management” are being discussed.

 
 In November 2021, president of Rostelecom Mikhail Oseevsky <a href="https://tass.ru/ekonomika/12941519" target="_blank" rel="nofollow">announced</a> the plans to create a separate organization for tower infrastructure. Then he said that there was no task to sell the towers quickly. Later, in May of this year, head of Rostelecom <a href="https://www.interfax.ru/business/841541" target="_blank" rel="nofollow">specified</a> that the company would not sell towers within the next two years.

 
 According to AC&M Consulting, at the end of 2020 there were 85,000 antenna mast structures in Russia, of which about 13,000 were owned by Tele2.

 Beeline and MegaFon quit the tower assets in 2021. VEON (Beeline head company) <a href="https://ict.moscow/news/veon-obiavil-o-prodazhe-bashennykh-aktivov-v-rossii-servis-telekom-za-70-mlrd-rublei/" target="_blank" rel="nofollow">sold</a> about 15.4 thousand antenna mast structures to Service-Telecom for 70 billion rubles. Kismet Capital Group holding <a href="https://ict.moscow/news/megafon-peredal-bashennye-aktivy-nezavisimomu-operatoru/" target="_blank" rel="nofollow">acquired</a> the First Tower Company with 17,000 towers from MegaFon. At the beginning of 2022, MTS also <a href="https://ict.moscow/news/struktura-kismet-vedet-peregovory-o-pokupke-sotovykh-vyshek-mts/" target="_blank" rel="nofollow">planned</a> to sell the tower company with 23 thousand antenna mast structures. Now, according to Kommersant, the company “continues to consider various scenarios, observethe interest in the asset and communicate with potential investors”.

Tele2 Creates Separate Structure for Tower Assets

The winner was chosen based on the mobile Internet speed and the quality of network coverage. In total, 6.33 million measurements were taken from 1.32 million devices in the country. MegaFon median download speed in Russia was 25 Mbps, and the upload speed was 9.09 Mbps. The download and upload speed rates of other operators are:

 In Moscow, the median download speed of MegaFon reached 41.73 Mbps, and the upload speed was 8.75 Mbps; the speed rates of other operators are:

Ookla: MegaFon Became Best Operator in Russia in Two Quarters of 2022

According to MTS, 7% of IoT devices in Russia will be connected though virtual SIM cards (eSIM) by the end of 2022. By 2025, this figure will increase to 25%.

 
 The company says, most of the devices with eSIM support will be “smart meters, devices and connected cars”. A representative of one of the major operators interviewed by Kommersant said, the prospects of eSIM in the consumer segment were limited, since “subscribers who use smartphones with eSIM support have already exchanged a regular SIM card for a virtual one, only the replacement of old devices can accelerate the penetration of eSIM into the consumer sector, and this process is quite slow.”

 
 According to the publication sources, the situation is complicated because foreign solutions which had been used by Russian telecom operators to download and store eSIM subscriber profiles have been unavailable since the providers left Russia. In particular, there remains “the risk of revoking the root certificate, which is necessary for the platform to work,”. According to a governmental source, the risks exist only if the telecom operator uses a foreign cloud solution.

 
 MTS says, the company uses the services of a Russian provider, and the subscribers’ profile data is stored in the country. Tele2 has its own platform for generating eSIM profiles, “all virtual card profiles are stored within the Tele2 infrastructure”. beeline says, it cooperates with the Russian A1 Systems provider.

 
 A1 Systems claims, the main risk of using a foreign platform may be the sudden termination of the contract. If this happens, it will become impossible for M2M/IoT to manage profiles, although the device will not disconnect from the network. In the consumer sector, as a result of this issue, this distribution channel may stop working for some time.
