According to Maksut Shadayev, Digital Development Minister, the department is close to launching a project for introducing a virtual passport - the ‘Mobile Identifier’ application. Shadayev announced this at a plenary session of the Federation Council during the “Government Hour”.

We agreed on this issue with our colleagues from the Ministry of Internal Affairs last week and resolved almost all the disputes. We will soon launch this project in order to ensure that this technology can be used in the pilot zone in Moscow next December.

Minister of Digital Development, Communications and Mass Media of the Russian Federation

In September it was reported that the Mobile Identifier application had been created and was being certified.

Earlier, the Ministry of Digital Development, Communications and Mass Media proposed to conduct an experiment in Moscow from July 1, 2020 until the end of 2021, to provide municipal and other services to citizens using the ‘Mobile Identifier’ application instead of a passport.
