President Vladimir Putin of Russia has signed the bill on turnover-based fines for non-compliance with requirements of the onshoring law for foreign IT companies. The fine amount will be set from 1/15 to 1/10 of the company’s revenue received from the sale of all goods, but no less than six million rubles. In the event of a recurring violation, companies will have to pay from 1/10 to 1/5 of the total amount of such revenue, but no less than 10 million rubles.
The amount of the fines will be calculated from the revenue of companies in Russia for the previous calendar year. If the company did not sell goods (works, services) last year, the fine will be calculated for the part of the calendar year (in which the offense occurred) preceding the date of the offense.
The bill also reinforces the responsibility for the repeated failure (within one year) to restrict or resume access to prohibited information for telecom operators. For such violations, a fine from 500,000 to 4 million rubles will be introduced for legal entities.
