According to experts from HSE, in 2021 the total import of ICT goods, services and software in Russia reached 2.62 trillion rubles. This amount represents about 70% of the gross value added in the ICT sector. In 2020, this percentage was 67%, and in 2019 it was 64%.
Computer services and software are imported mainly from Western countries – in 2020, 68% of costs were accounted for by foreign solutions. Asian countries account for almost 85% of imports of ICT products, including 65% accounted for by China.
The authors of the report believe that there will be a decrease in spending on digital technologies in 2022. The reduction of the budgets of companies for ICT goods and services will affect the economy and the social sector. According to expert estimates, these sectors generated a significant part of the demand.
