Ministry of Digital Development Prepared Measures to Support Telecom Industry

The Ministry of Digital Development announced a list of support measures which had been prepared based on of the proposals of the telecom industry. The measures include:

  • one-year moratorium on expanding the capacity of data storage systems by 15% under the Yarovaya Law;
  • permission to share the infrastructure of the communication network within the framework of internetwork technical roaming;
  • one-year suspension of requirements for operators to cover federal highways and small municipalities with LTE networks;
  • gradual indexation of telecom operators’ tariffs reflecting the current inflation rates.

Other proposals include postponing the scheduled inspections of operators to next year, extending the investment tax deduction to the operators, introducing a moratorium on the transfer and dismantling of communication facilities at the request of the authorities.

According to Kommersant, the government has abandoned the 3% preferential income tax rate until December 31, 2024, the moratorium on contributions from telecom operators to the universal service fund, and preferential loan rate of no more than 3% for the purchase of telecom equipment.
