Moscow may strengthen control over taxi transportation using digital services

At the end of the year Moscow authorities may launch taxi driver digital profile system that will prevent aggregators from allowing drivers without a license, having a criminal record, working in excess of labor and rest limits to drive. This information was reported by Kommersant with reference to Dmitry Pronin, Deputy Head of Moscow Department for Transport.

This is a software “gateway” between the taxi driver and the order aggregator that will limit the flow of orders. The concept was announced by Maxim Liksutov, Deputy Mayor of Moscow, in March 2019.

Stanislav Shvagerus, Head of the Competence Center of the International Eurasian Forum Taxi, explains that in order to launch the city digital profile it is necessary to adopt a Government Decree of the City of Moscow that obliges aggregators to transfer orders only through the electronic gateway, not directly.

The system is supposed to help reduce road accidents. According to the Federal Authority for Road Traffic Safety, the number of accidents involving taxis in six months of 2020 was nearly the same as in the whole 2018.
