At the end of 2019, Moscow took first place, gaining 89.65 points, among Russian cities with a population of over one million in the Ministry of Construction index, which assesses the level of digitalisation of the urban economy. Yekaterinburg and Kazan took the second and third places, gaining 55.05 and 53.91 points, respectively.
The IQ of cities index was developed by the Ministry of Construction of Russia in cooperation with the Lomonosov Moscow State University. It is calculated in ten directions and includes 47 indicators. The indicator is calculated for 203 participants of the Smart City departmental project, divided into three categories (with a population of more than 1 million people, from 250 thousand to 1 million people and from 100 to 200 thousand people), as well as for cities with a population of less than 100 thousand. who joined the project on their own initiative.
The Smart City project was launched in Russia in 2018 and is aimed at introducing smart housing and communal services systems, a comfortable and safe urban environment, innovative infrastructure and digitalisation of urban economy in Russian cities.
