Moscow scored more than 117 points out of 120 in the new Municipal Infrastructure Digitalization Index (Cities’ IQ) of the Ministry of Construction, Housing and Utilities for 2021. Saint Petersburg (98.13 points) and Nizhniy Novgorod (88.26 points) are also among the top three cities.
The leaders among the cities with a population of 250,000 - 1,000,000 people were Tyumen (100.75), Ryazan (87.76) and Surgut (86.25). The top three smart cities with a population of less than 100,000 people are Khanty-Mansiysk (91.85) and the two Moscow suburban towns of Reutov (85.69) and Korolyov (83.86).
The index is based on 47 indicators and is calculated in several areas: urban management, smart housing and communal services, innovations for the urban environment, smart urban transport, intelligent systems for public and environmental safety, tourism and services, intelligent systems for social services, economic condition and investment climate, communication network infrastructure.
The index was developed by the Ministry of Construction and Moscow State University and is calculated as part of the Smart City project.
