Russia Develops a Regulatory Sandbox in the Field of Telemedicine

The Ministry of Economic Development of the Russian Federation has developed an experimental legal regime (a regulatory sandbox) in the field of digital innovations in telemedicine technologies. The corresponding draft government decree is published on the portal of regulatory legal acts. It is proposed to establish a regulatory sandbox for three years on the territory of the Russian Federation.

The regulatory sandbox will improve the possibilities of consultations using remote technologies. In particular, it will allow to issue prescriptions in electronic form and remotely monitor the patient’s health status.

In addition, the “critical point” concept was established in the experimental legal regime. It means a complaint or condition of the patient, which make a consultation in a remote format impossible. If such a situation occurs during a telehealth consultation, the specialists will have to “interrupt the telehealth consultation” and “recommend the patient to request medical assistance in person, including in order to resolve the issue of inpatient treatment.”
