In Autumn 2018 the Moscow School of Management Skolkovo together with the Ministry for Economic Development of Russia undertook a research project “Agenda of the Russian CDOs” with the aim to describe the possible domains of goals of CDOs, requirements to their professional experience, knowledge and competencies, possible organizational solutions and approaches to measurement of success.

The research included the extensive review of international literature on the issue and a series of in-depth interviews with the CDOs of leading Russian state corporations. Additional interviews with CDOs of large international companies put the research insights into the global context.

Mobile operators and EdTech representatives observe the growth of online education market from January to August 2022. According to MTS, the number of mobile users of sites and applications for online education increased by quarter during this period, the number of purchases in this category increased fivefold, and the average purchase amount doubled.

 
 MegaFon says, from January to mid-August, mobile Internet traffic in online services for training IT specialists grew by 87% compared to the same period in 2021.

 
 According to Tele2, the mobile audience on the platforms during this period was distributed as follows - Geekbrains ― 27%, Skillbox ― 26%, Netology ― 20%, Stepik ― 13%, Yandex.Practicum ― 12%.

 
 Skillbox reported a 10% increase in the average purchase amount in 2022 compared to 2021. Traffic fluctuations of 10% yoy were observed on desktops in January-August, mobile traffic remained unchanged.

 
 Yandex.Practicum reported an increase in the number of purchases of its courses by 50% since the beginning of the year compared to last year. The average purchase size on the platform from February to August grew by 30% yoy.

 
 The Skolkovo Foundation EdTech cluster representatives say that in January-August the online education market grew by 3-15%, but the growth rate slowed down - earlier it was about 25-40%.

 
 In the first quarter of the year, the revenue of the top 100 EdTech companies in Russia amounted to 21.7 billion rubles (354.8 million dollars), according to EDtechs.ru. At the end of last year, the overall revenue of the top 100 EdTech companies amounted to 73 billion rubles (1.2 billion dollars), according to Smart Ranking.

Companies Observe Growth of Online Education Market in Mobile Segment

The Urban Air Mobility Control Center, created by the Moscow Innovation Cluster and the Skolkovo Foundation, will become the operator of the testing area for autonomous aerial systems. The center will select the participants, control the admission of pilots and aircraft, provide safety and security and also control the technical condition of equipment.

 
 Flights of unmanned aerial vehicles will be tested in Skolkovo at 100 m height within an area of 400 hectares. Cases related to the delivery, monitoring of infrastructure facilities, urban mobility systems will be worked out during the project.

 
 The project will be implemented within the regulatory sandbox, which launch is currently under discussion. 27 companies have submitted applications for the testing of unmanned aerial vehicles.

Urban Air Mobility Control Center Created in Moscow

35 industrial competence centers have been formed to replace foreign sectoral digital products and solutions. The centers will compose the procurement of software solutions for various economy sectors.

 
 According to the source of <a href="https://www.rbc.ru/technology_and_media/11/07/2022/62cadbf99a7947e7359e7362" target="_blank" rel="nofollow">RBC</a>, the centers will determine the areas, types and classes of software that must be replaced, indicate the priority of development, and also manage the distribution of state support.

 
 The government is assumed to finance two competing solutions for each type of industrial and system-wide software. 80% of the required amount may be co-financed, but the specific amount will be determined by the Ministry of Digital Development. In total, the government plans to allocate 37.1 billion rubles until 2024 to co-finance the replacement of foreign software. The funds will be distributed by the Fund for Assistance to Small Innovative Enterprises (Bortnik Fund), Skolkovo and the Russian Information Technology Development Foundation.

 
 According to Deputy Prime Minister Dmitry Chernyshenko, the developed software should be universal so that multiple customers could use them. Competence centers will be headed by executives of sectoral companies.

35 Industrial Competence Centers for Software Import Substitution Formed in Russia

RTK-Solar will invest $370 million (22 billion rubles) in the development of promising cybersecurity solutions by 2025. The company will invest in start-ups, more mature companies, and in the development of its own solutions. As a result, RTK-Solar will be able to create an ecosystem of Russian solutions.

 
 During the first stage, the company and the Skolkovo Foundation launched the Cybersecurity Hub. It will focus on supporting promising technologies for protection against cyber threats. RTK-Solar and the Skolkovo Foundation plan to start selecting the projects in the summer of 2022 and process more than 200 applications. After that, they will offer promising teams to go through an acceleration program and test their solutions at the National Cyber ​​Range.

 
 Currently, according to the information provided by the Skolkovo Foundation, there are about 250 tech companies in cybersecurity in Russia, which indicates a low market saturation.

RTK-Solar Will Invest $370 Million in Cybersecurity by 2025

A testing area for unmanned aerial systems will be created in Skolkovo. The Government of Moscow and the specialists of the Moscow Innovation Cluster will also take part in creating the area. On the territory covering 400 hectares, developers will be able to test solutions and scale business in the field of aviation technologies — from geodesy and cartography to transportation of goods and passengers. The area for the participants of the tests will have a flight altitude limit of 100 meters. Flights within this perimeter will be prohibited for other aircraft.

 
 The specialists of the Urban Air Mobility Control Center will control the test area. Flights will be carried out from September 2022 under the regulatory sandbox framework. Both light and heavy drones, including those over 30 kilograms, will be tested.

The Skolkovo Foundation and VR_Bank have evaluated the digitalization level of the top 50 Russian banks in the first half of 2020. Tinkoff Bank became the leader and moved up one place compared to 2019. It is followed by VTB, the leader of the previous rating which moved to the second place and&nbsp;Sberbank.&nbsp;Raiffeisenbank dropped 3 positions down, Alfa-Bank dropped 1 position down and is the last one in the top 5 banks most prepared for digitalization.

According to Startup Barometer 2020 research study, SaaS projects became the most popular in 2020: 9% of respondents develop them, AI technologies moved to second place compared to last year, followed by EdTech and Hardware.

	<li>72% of startups operate in a&nbsp; B2B segment, which is 5 percentage points less than a year ago. At the same time, 35% of startup founders are focused on services and products for small and medium-sized businesses. The number of solutions developed for the end user has grown significantly, from 14% to 48%.</li>
	<li>Key target industries consided by startup founders are:&nbsp;IT, education, medicine, robotics and mechanical engineering, and transport. While the first two remained at the last year's level, the number of projects for the medical sector increased by 5 percentage points.</li>
	<li>37% number of founders are originally&nbsp;from Moscow; the number of entrepreneurs from St. Petersburg remained at the same level (9%). The remaining 54% are representatives of the regions. The top five are Perm, Kazan, Novosibirsk, Tomsk and Yekaterinburg.</li>

Now that digital technologies have become a key driver of social and economic development of companies, regions and countries, the problem of the so-called digital divide, or the gap between the levels of technological capabilities, is growing increasingly acute.

In this study, the sample included all the capitals of the constituent entities of the Russian Federation, as well as a number of major non-capital regional centres — 91 cities in total. The expanded analysis scope made it possible to compare cities that differ greatly in terms of their size, income level, economic structure, and history.&nbsp;

The level of digital life maturity varies significantly even between leading cities not so much quantitatively as qualitatively. &nbsp;Russian cities that lead in four population-based categories:

	<li>500,000 to 1 million people: Vladivostok and Tyumen</li>

The level of digital life maturity varies significantly even between leading cities not so much quantitatively as qualitatively.
