The Federal Antimonopoly Service (FAS) of the Russian Federation and IT companies, including 1C, Avito, Aliexpress, Wildberries, VK Group, Lamoda, Ozon, Russoft, Sberbank, Cian, Yandex, and Akit, have signed a memorandum that establishes the principles of interaction participants in digital markets.

 
 The document is a self-regulation tool and is aimed at creating non-discriminatory conditions for users.

 
 In particular, according to the document, companies must provide free access to information about the ranking of search results and abandon "opaque rules" in user agreements. This applies to blocking and deleting accounts without warning.

FAS and IT Companies Sign Memorandum on Interaction within Digital Markets

Cian, a professional real estate sales and rental service, has submitted an application to be included in the register of operators of financial platforms. The company intends to launch a niche mortgage marketplace, which is not yet available on the Russian market. 

 
 Cian’s plans to be included in the register of marketplaces were mentioned in the IPO prospectus in the fall of 2021. According to the document, being included in the register of the Central Bank will help develop the CIAN.Mortgage service, which is called the “mortgage marketplace” in the prospectus.

 
 The Bank of Russia explained that “there are several applications for inclusion in the register under consideration.” The regulator did not mention the names of the companies. Currently, the register of financial platform operators includes five companies: VTB Registrar, Infinitum, Finuslugi, Sravni.ru, and Open Financial Marketplace. The Central Bank is also considering the application from Open Digital Solutions. According to experts, mortgage infrastructure projects remain in demand.

Cian Plans to be Included in the Register of Financial Marketplaces

Cian PLC, the developer of an online real estate ad platform Cian, reported revenue growth to $20.7 million (1.56 billion rubles) in the third quarter of 2021, an increase of 44% year-on-year.

 
 Net loss increased to $3.9 million (299 million rubles), while last year's figure was $3.1 million (240 million rubles). Revenues for Cian's core business, which includes online advertising and ad placement, reached $19.5 million (1.47 billion rubles), up 41% year-on-year. Operating expenses in the third quarter increased by 41% to $24.4 million (1.84 billion).

 
 According to the annual forecast, Cian expects revenue growth in the range of 45 to 48% compared to last year, that is, up to $77-78.3 million (5.8-5.9 billion rubles).

Cian Reports Revenue Increase of 44% in Q3 2021

Yandex, in partnership with the Ministry for Digital Development, will make it possible to log into Yandex’s services through the Unified Identification and Authentication System (ESIA). Users will also be able to reject this authorization method.

 
 Yandex experts note that ESIA can be useful in services “where additional user identification is required to boost the security of transactions for sellers and buyers.”

 
 The Ministry for Digital Development plans to introduce access through ESIA and into other Internet services used in Russia, but the exact dates and the services are not mentioned.

 
 On Wednesday, November 24, it was also <a href="https://tass.ru/ekonomika/13008039" target="_blank" rel="nofollow">announced</a> that Auto.ru, HeadHunter and Cian launched authorization through ESIA. Avito will also introduce additional account identification through the ESIA. To log in the user has to have a confirmed account on the government services portal.

Yandex Plans to Introduce Access to its Services via ESIA

The Federal Antimonopoly Service (FAS) has refused to give classified ads service Avito permission to buy CIAN housing search service.

 
 The regulatory body considered that "the merger of Avito and CIAN will entail the formation of a dominant entity (the companies will jointly occupy more than 50% of the market) and may lead to restriction of competition in the market."

 
 In addition, in the event that the deal is made the likelihood of price junps for the services of Avito and CIAN services would increase not only for professional market participants, but also for individuals, FAS said. At the same time, all the positive effects of the deal, according to the experts of the service, can be achieved without its conclusion.
