Rostec may exchange the control of its subsidiary Spektr, LTE and 5G telecom equipment developer, for investments from institutional investors, development institutions and other organizations. The share in Spektr can be transferred to Rostelecom, Aquarius, Eltex and the X-Holding organizations. However, a Rostec representative says it is still too soon to talk about share transfers to any specific companies.

 
 Rostec currently owns 100% of Spektr. At the same time, the motion to reduce its share in Spektr to 25% is stated in draft amendments by the Ministry of Digital Development to the governmental decree on the rules of allocating subsidies to the state corporation for the development of a telecom product line for communication networks.

Rostec May Exchange Control of Spektr for Investment

On November 1, an experiment began to initiate the use of open-license software, algorithms, databases and documents, including those belonging exclusively to the Russian Federation. Previously, the experiment was expected to start on May 1, but the decree was signed only on October 10. During the experiment, which will last until the end of April 2024, the national open-source software repository will be created.

 
 Among the participants are the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Russian Information Technology Development Fund (RFRIT) and other organizations. Experiment to Create National Open-Source Software Repository is Launched in Russia

The Ministry of Digital Development will use the platforms of Positive Technologies and Cyberpolygon for Bug Bounty to find vulnerabilities of the Gosuslugi public services portal. However, at the moment, the ministry does not plan to actually reward the participants, because “the use of Bug Bounty platforms was proposed by the companies themselves”.

 
 Yaroslav Babin, head of the Standoff 365 Bug Bounty by Positive Technologies, says white-hat hackers are willing to search vulnerabilities for free, because “they are interested in challenges and value the experience and their platform rating”. He believes, the participation can lead to being hired or invited to limited projects of other clients. Luka Safonov, Cyberpolygon CEO, says that in this particular case the company is ready to pay the rewards on its own, but “it will not be a matter of hundreds of millions, but about 100,000 rubles for one vulnerability”.

The Ministry of Digital Development expects 3G to stay in large cities until 2025. The transition from 3G in rural areas will start in 2027. Terminals are said to be the biggest 3G shutdown issue. These are both the network operator equipment and customer devices that support the 3G and earlier standards.

 
 MTS says it will take actions following the 3G subscribers withdrawal, and notes that operators are inclined to use the 3G frequencies for actual standards, including the next-generation ones. “We are gradually changing from 3G to LTE, but for now the complete 3G network shutdown is not an option” – MegaFon company says. There is “a large number of working devices in the network with 3G support” - the operator explains. Tele2 is also not ready to announce the shutdown of 3G networks due to difficulties with network equipment availability and the slow replacement of such 3G devices as smartphones and M2M devices, including ATMs, terminals and security systems.
