Five EU countries propose imposing a ban on the work of Kaspersky Lab in the EU. In particular, they suggest prohibiting the EU companies to cooperate with Kaspersky Lab, tightening the existing restrictions on technology export, and expanding the list of technology goods banned for supply.

 
 They also propose introducing a ban on the provision of IT services in Russia, including software support and cybersecurity services.

EU Countries Propose Banning Kaspersky Lab Operations in European Union

During the On Software Import Substitution in Industries strategic session Prime Minister Mikhail Mishustin noted that there exist domestic analogues of 80% of foreign software. There are one or two analogues for one third of these 80%. “And, most importantly, more than half of the solutions available on the Russian market are of medium or higher maturity level. There is no need to create them from scratch, we just need to enhance and use them,” Mishustin stated.

 
 The government has discovered almost 400 types of corporate software, the imports of which were extremely important for business. Annual spending of companies on licenses, implementation and support of such software is estimated at 200 billion rubles (2.9 billion dollars).

 
 Furthermore, Mikhail Mishustin said, the list of critical infrastructure objects will be expanded. This is necessary for accelerating the switch to Russian software. “We plan to include all key types of systems and applications into the range of critical infrastructure objects. The government will set the deadline for switching to Russian software for each item,” prime minister added.

 
 The session included the discussion of work results of 15 industrial competence centers in mechanical engineering, construction, utilities, pharmaceuticals industry and other areas. The representatives of ministries, state corporations, universities and associations, as well as of Kaspersky Lab, Bellsoft, ER-Telecom, VK, Amethyst Capital and other companies took part in the event.

Mikhail Mishustin: Russian Analogs Exist for 80% of Foreign Software

Kaspersky Lab bought 49% of the Russian Forpeople company (under the ForPeople brand).

 
 The main company product is GP OrgManager, which provides digitalization of management and basic HR processes of enterprises. Previously, one of the company’s main rivals in Russia was the SAP SuccessFactors Employee Central platform.

 
 Kaspersky Lab notes, the company had no similar projects in the field of HR technologies before the deal, so now the anti-virus company is entering a new market.

 
 Kaspersky Lab plans to sell ForPeople solutions in Russia, and it will gradually extend abroad. In particular, the company plans expand into the markets of Eastern Europe, Middle East and Africa, China, India and Brazil.

 
 In the near future, ForPeople will broaden the platform functionality related to performance assessment, compensation management and personnel cost budgeting.

Kaspersky Lab Becomes Co-Owner of ForPeople Startup

According to Rosstat, the monthly turnover of software developers in Russia began to decline in April and May after the peak in March. The figure reached 275.8 billion rubles (4.6 billion dollars) in March, while in April and May the index fell to 203.3 billion rubles (3.4 billion dollars) and to 187.1 billion rubles (3.1 billion dollars) respectively. The figure for May was 44% higher than that for May of 2021 and still higher than the turnover in January 2022 of 155.88 billion rubles (2.6 billion dollars) and February 2022 of 170.3 billion rubles (2.9 billion dollars).

 
 According to Elena Nepochatova, Commercial Director of New Cloud Technologies, the revenue growth in March could have been due to the growth of “purchases of foreign software amid the reports about the imminent departure of foreign vendors”. In her opinion, a large-scale transition to Russian software “is just beginning”, as “companies and organizations are deploying test pilots of Russian products, and decisions on the purchase of one or another Russian software product will be made based on the results of the pilots”. Nepochatova also said that “the economic growth of the Russian IT industry can be expected in the next two or three years”, if the market in Russia does not follow the path of piracy.

 
 A similar opinion was expressed by the experts of Kaspersky Lab, who believe that the March peak in the revenue of developers could be due to the “suspension of operations of many companies in Russia”. The company’s experts claimed that in the spring, during the process of switching to Russian solutions, “many companies began to test these solutions within the pilot projects”. At the same time, tests can last up to six months, and in some cases even longer.

Software Developers’ Revenue in April and May Declined after Peak in March

An information security consortium is expected to be created in Russia for exchange of experience and common solutions development. Positive Technologies, Kaspersky Lab, R-Vision, as well as specialized units of Russian Railways, Rosatom and other companies may join the consortium.

 
 There is no concept of consortium in the current Russian legislation, but there is one of partnership. The latter involves a joint activity agreement between several legal entities acting together without creating a legal entity to make a profit, says Yaroslav Schuetzle from the Rustam Kurmaev and Partners law firm.

 
 The Ministry of Digital Development supported the proposal, but specified that “first of all, this is a commercial project, not a state one”. Rosatom says that “combining resources and capacities will bring the next generation of cyber security systems to the domestic and global markets”. Kaspersky Lab noted that “there is a shortage of resources in the industry right now, so the unification would be useful”. According to a source of Kommersant, the legal structure of the project “is in development, and all partners are yet to approve it”.
