On November 1, an experiment began to initiate the use of open-license software, algorithms, databases and documents, including those belonging exclusively to the Russian Federation. Previously, the experiment was expected to start on May 1, but the decree was signed only on October 10. During the experiment, which will last until the end of April 2024, the national open-source software repository will be created.

 
 Among the participants are the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Russian Information Technology Development Fund (RFRIT) and other organizations. Open-license policy will allow to commercialize or close the reused source code without additional approval.

Experiment to Create National Open-Source Software Repository is Launched in Russia

Prime Minister Mikhail Mishustin has tasked the Ministry of Digital Development with preparing the draft law on the preferential use of domestic software, hardware and software systems, telecom equipment and radioelectronic products by November 1. The document is supposed to set requirements for preferential use of these products by all subjects of critical information infrastructure.

 
 The Ministry of Digital Development is to submit another draft law on requirements for highly significant projects stipulating the execution period, technology readiness level and commercialization parameters. The government expects the draft law by September 30.

Draft Law on Preferential Use of Russian Software to Be Developed by November

Ministry of Digital Development is working on an initiative to oblige software developers included in the domestic software register to adjust their products for Russian operating systems based on Linux.

 
 Alexey Smirnov, head of the board of directors of Basealt SPO (developer of Alt Linux) says, “now a significant part of the software in the register can run only on foreign operating systems, the new version of the government decree prohibiting the admission of foreign software to public procurement provides for a note in the register about mandatory compatibility of the software product with domestic operating systems”. Alexey Smirnov believes the requirement should be introduced in stages for various classes of software, since “for cybersecurity tools, office software and database management systems, it can be introduced immediately without loss, but for production automation systems it will take about two years”.

 
 The initiative is supported by the Astra, Red Soft and MyOffice companies. According to the sources of Kommersant, the share of Linux-based devices is growing mostly due to the supplies to state institutions, the public sector and some state corporations. The developers of application software have been developing software for corporate segment on the basis of Windows and Oracle since establishment, because these “were and still de-facto are the basic standards in the sector”.

Developers Included in Register of Domestic Software May Be Required to Adjust Products for Russian OS

11 sectoral testing centers for Russian software will be created in Russia by the end of the year. The centers will be involved in testing the software for compatibility with other solutions and compliance with the specified functions. Ten centers will deal with specialized solutions, and the center based at the Voskhod Research Institute will test system-wide solutions, hardware and software systems.

 
 The centers will select priority types and classes of foreign software products that require replacement in different sectors of the economy. The specialists in the centers will also formulate the terms of reference for Russian vendors for the development of products for these purposes. It is assumed that the mark indicating the successful product test will be displayed both on the marketplace and in the register of Russian software managed by the Ministry of Digital Development.

 
 A center for technological expertise and certification of industry testing centers has already been created based on the Voskhod Research Institute. The specialists of the Competence Center for Import Substitution in the field of ICT will develop basic software testing methods and provide methodological support, while Voskhod will serve as a technology center for software testing and a developer of testing methods for hardware and software.

11 Software Testing Centers to Appear in Russia by End of 2022

35 industrial competence centers have been formed to replace foreign sectoral digital products and solutions. The centers will compose the procurement of software solutions for various economy sectors.

 
 According to the source of <a href="https://www.rbc.ru/technology_and_media/11/07/2022/62cadbf99a7947e7359e7362" target="_blank" rel="nofollow">RBC</a>, the centers will determine the areas, types and classes of software that must be replaced, indicate the priority of development, and also manage the distribution of state support.

 
 The government is assumed to finance two competing solutions for each type of industrial and system-wide software. 80% of the required amount may be co-financed, but the specific amount will be determined by the Ministry of Digital Development. In total, the government plans to allocate 37.1 billion rubles until 2024 to co-finance the replacement of foreign software. The funds will be distributed by the Fund for Assistance to Small Innovative Enterprises (Bortnik Fund), Skolkovo and the Russian Information Technology Development Foundation.

According to RUSSOFT analysts, in 2019 the value of investments in Russian software companies amounted to at least 50 billion rubles (approximately $773 million). Nevertheless, external financing accounts for only about a fifth (18%) of the total &nbsp;amount of investments. The main sources of investment in the software industry are the funds of companies and their owners. At the same time, software developers estimate that the need for effective investments is 60% higher.

J'son &amp; Partners Consulting analysed key Russian SaaS (Software as a Service) market dynamics in 2019 and formed a forecast of its development in 2020-2025. The results of the study show that despite the initial stage of Russian SaaS market development and its extremely small size, it shows a steady slowdown in growth, while the penetration of the main types of cloud business applications is at the level of less than 10% of the total number of economic entities that use a broadband Internet connection.

Such a low level of SaaS penetration in Russia means that for the vast majority of micro, small and even medium-sized enterprises in Russia, the transfer of personnel to remote employment is technologically difficult and can lead to a significant reduction in labor productivity. In a situation where the transfer of office workers to work from home is necessary as a forced measure (currently in order to combat the spread of COVID-19), and the deterioration of the macroeconomic situation imposes significantly more stringent requirements for the quality of business planning, control, and operating activities, the task of ensuring the productive work of distributed teams becomes extremely urgent. In February-April 2019, Association of Russian software enterprises, Russoft surveyed 175 market players. Additionally, they have studied various sources of information and received expert assessments from dozens of directors of software developer companies.

2018 was marked by a significant growth of sales of Russian software industry on the Russian IT market, particularly of software development services. An important factor which had an impact on the growth of the domestic market was a real digital transformation process deeply felt by Russian economy. The volume of foreign sales of software and of software development services of Russian companies grew by 10% and reached $9.7 billion. The cumulative volume of sales in Russia and abroad in ruble terms increased by 19% almost up to 1 trillion, and in dollar terms increased by 10.6% up to $15.8 billion. &nbsp;Service companies hold positions on the list of the 100 top service companies in the world. Russian software vendors continued to strengthen their position in «Gartner magic quadrants», and the success of our companies in the information security sphere should be particularly noted.
