On November 1, an experiment began to initiate the use of open-license software, algorithms, databases and documents, including those belonging exclusively to the Russian Federation. Previously, the experiment was expected to start on May 1, but the decree was signed only on October 10. During the experiment, which will last until the end of April 2024, the national open-source software repository will be created.

 
 Among the participants are the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Russian Information Technology Development Fund (RFRIT) and other organizations. Open-license policy will allow to commercialize or close the reused source code without additional approval.

Experiment to Create National Open-Source Software Repository is Launched in Russia

National Technology Center for Digital Cryptography may appear in Russia, says Deputy Minister of Digital Development Alexander Shoytov. The Security Code, Infotecs, Cryptopro companies can take part in the center creation. The organizations are assumed to ensure the cooperation of public and private sectors and technology development.

Ministry of Digital Development May Create Digital Crytography Center

The Ministry of Digital Development proposed to change the rules for providing Rostec with subsidies for production of mobile network equipment. In particular, the state corporation is to work on a range of network solutions “powered by LTE/LTE-Advanced technology”, since LTE is currently the most common mobile communication technology. This is mentioned in the draft amendments by the ministry. The document also states that the 5G roadmap will be renamed to the Modern and Upcoming Mobile Networks roadmap.

Later, the parties <a href="https://www.comnews.ru/content/215259/2021-07-01/2021-w26/rostekh-poluchil-karmannykh-deneg-5g" target="_blank" rel="nofollow">signed</a> an agreement to provide the state corporation with subsidies for the development of 5G totaling RUB 21.5 bn (USD 356 m).

Ministry of Digital Development Proposed to Change Rules for Allocating Subsidies to Rostec for 5G Due to Demand for LTE

Moscow has updated the digital data library for testing neural networks in healthcare and increased the number of open datasets to 40.

 
 Previously, developers of AI-powered medical services had access to only nine datasets. Now the datasets cover most of the main medical tests: ultrasound, ECG, CT, MRI, X-ray examinations and others. Using the datasets, developers will be able to train their own models to analyze medical images for pathologies.

 
 Currently, the most popular dataset contains chest CT images for training AI-based services to detect the signs of COVID-19. It has been viewed over 4,000 times and downloaded more than 700 times. The second one is the combined dataset for several types of medical tests, such as CT, mammography, X-rays and fluorography. The third most popular dataset is the brain MRI dataset. Most of the datasets are used for calibration, functional and other types of testing AI services.

Moscow Increases the Number of Open Datasets for AI Developers in Healthcare to 40

The state regulation of the GosTech digital platform has been released. The document specifies the functions and the main operating principles of the platform, as well as its members, their powers, rules for inclusion of suppliers and digital products, with general requirements for protection of data of state information systems on the platform.

 
 According to the explanatory note, the implementation of the GosTech platform include:

<ul>
 <li>reducing the time for creating and developing state information systems on the GosTech platform through using standard solutions and standardizing software development processes;</li>
 <li>increasing the accessibility and reliability of state information systems under high loads though the high productivity of the GosTech platform;</li>
 <li>forming a catalog of digital products of the GosTech platform and a mechanism for their reuse;</li>
 <li>reducing costs of creating the services of state information systems by reusing software.</li>
</ul>

 
 In addition, to reduce the time for creating state information systems, experts propose to enshrine the possibility of creating state information systems in stages, provided that the concept of creating state information systems includes the description of all stages.
