The Department of Information Technologies of Moscow stated the main work areas for 2023 based on the city social budget for 2023, adopted by the Moscow City Duma. Among the areas are:

 <li>sectoral digitalization. The development of information systems is planned in the communal services sector, healthcare, education, construction, culture, sports and other industries;</li>
 <li>ensuring stable operation and development of IT infrastructure. In particular, the development of the city Wi-Fi and data centers;</li>
 <li>information security. The area implies the protection of the city digital infrastructure from cyberattacks;</li>
 <li>the substitution of imported software and hardware solutions.</li>

Moscow DIT Listed Focus Areas for 2023

Moscow Citywide Wi-Fi network has reached the ninth anniversary. The network contains more than 24,000 Wi-Fi hotspots and is available within the Garden Ring and the Third Ring, as well as in almost 1,000 facilities and organizations. In 2022, about 800 new hotspots have been added, and the amount of traffic has exceeded 8 million gigabytes. The first Wi-Fi hotspot was installed at the Frunzenskaya Embankment in 2013.

Moscow Citywide Wi-Fi Network Working for Nine Years

All Moscow general hospitals provide telemedicical services. Since February 2022, doctors have conducted 600,000 consultations. The services have already been used by 380,000 patients. Now remote appointments are offered to patients treated at home from upper respiratory tract infections and confirmed COVID-19. Remote consultations are available via the EMIAS.Telemedicine app.

 
 Doctors analyze the patients’ condition, identify symptoms that indicate positive or negative dynamics and tell the patients which medicine to take, answer questions, and give recommendations. If necessary, physicians can schedule an in-person appointment. All data recorded by the specialist to audio protocol during the video consultation is available in the electronic health record.

Moscow Doctors Conducted 600,000 Remote Consultations

The remote voting system has deflected over 10,000 DDoS attacks during the municipal elections in Moscow held on September 9-11. According to Artem Kostyrko, head of the Territorial Administration Improvement and Development of Smart Projects Agency of the Government of Moscow, “the system has shown stability”. “Although a number of attacks occurred, it did not affect the system or compromise its integrity. So, we believe we have technically coped with the task, and the number of votes processed online and offline shows the system is ready for further development,” he explained.

Online Voting System Deflects 10,000 DDoS Attacks in Moscow

In 2022, more than 40% of radiology images in the medical institutions of Moscow have been processed using artificial intelligence. Last year this figure was about 30%. About 300,000 images are processed using algorithms every month. In total, AI-powered services have processed over 7 million images.

 
 In 2022, the algorithms learned to detect five more diseases, and now they help doctors find abnormalities in 13 areas of imaging studies. In Moscow, innovative methods for medical images analysis have been applied since 2020. The AI-powered services are integrated in the radiology information service of the Unified Medical Information and Analysis System (EMIAS).

More Than 7 Million Radiology Images Processed Using Neural Networks in Moscow

Moscow received the Most Ambitious Project award at the Russian national competition of the best digital transformation projects for the shift to proactive service delivery and creation of super services.

 
 The competition is organized by the Ministry of Digital Development and Kaluga Oblast government. In total, the event received 67 applications from the country regions.

Moscow Gets Award at National Competition of Digital Transformation Projects

Sber announced the completion of the first transaction for issue of digital financial assets for SberFactoring on its own blockchain platform. The issuer’s obligations are secured by receivables transferred to factoring services. The digital financial assets are issued using the smart contract - an algorithm that controls compliance with the conditions laid down in the decision on issuance of DFAs including the amount, term and yield of the issue. The platform is currently operating in pilot mode.

 At the end of June, the first DFA transaction in Russia <a href="https://ict.moscow/news/laitkhaus-i-vtb-faktoring-proveli-pervuiu-sdelku-s-tsfa/" target="_blank" rel="nofollow">was carried out</a> by the Lighthouse fintech company and VTB Factoring. As part of the transaction, the issuer’s commercial debt was tokenized, and after that VTB Factoring fully bought out the issued DFAs.

Sber Completes First DFA Transaction on Blockchain Platform

According to Anatoly Popov, Deputy Chairman of Board of Sberbank, the first transaction involving digital financial assets will take place within a month on the platform of Sber.

 
 The platform has passed acceptance tests. In the middle of March, Sberbank was included in the register of information system operators that issue digital financial assets.

 
 “We are monitoring the development of new technologies, including distributed ledgers, and studying how blockchain technologies are developing. Currently, there are many projects based on them, and Sber, of course, also has such projects,” Popov explained.

Free knowledge base launched to drive 5G innovation with more than 60 case studies of how various cities and countries are implementing 5G, an interactive map of 5G pilot zones in Moscow and other useful content on the topic. Each case study has a detailed description of various 5G-empowered applications and scenarios, and other useful information, including solution partners, results accomplished and project timelines.

Russia’s first 5G zone was deployed in Moscow in August 2019 and this became the starting point of wider plans for deployment of the high speed network across Russia. The 5G tech base contains an interactive map of all the 5G pilot zones in Moscow, both those that are currently operational and those presently preparing to launch. Information on the operators who are testing equipment in those pilot zones, alongside a list of successful case studies and other useful information is also available.
