Since January, the number of Russian IT solutions in the Technology Bank online register for industry has increased by more than 50% to 240. This year, 125 new solutions have appeared, of which 22 have been added since October.

The Department of Information Technologies of Moscow stated the main work areas for 2023 based on the city social budget for 2023, adopted by the Moscow City Duma. Among the areas are:

The plan includes the development of new services, the upgrade of the current mos.ru functions and the acceleration of the conversion of public services into the electronic form;</li>
 <li>sectoral digitalization. The development of information systems is planned in the communal services sector, healthcare, education, construction, culture, sports and other industries;</li>
 <li>ensuring stable operation and development of IT infrastructure. In particular, the development of the city Wi-Fi and data centers;</li>

 <li>the substitution of imported software and hardware solutions.</li>

Moscow DIT Listed Focus Areas for 2023

Moscow Citywide Wi-Fi network has reached the ninth anniversary. The network contains more than 24,000 Wi-Fi hotspots and is available within the Garden Ring and the Third Ring, as well as in almost 1,000 facilities and organizations. In 2022, about 800 new hotspots have been added, and the amount of traffic has exceeded 8 million gigabytes. The first Wi-Fi hotspot was installed at the Frunzenskaya Embankment in 2013.

Moscow Citywide Wi-Fi Network Working for Nine Years

Five medical complexes in Moscow will adopt smart maintenance system that allows to optimize the expenses on room technical maintenance as well as advance resource planning. The system will help maintain comfortable temperature and save on lighting, switching it on only when someone is in the room.

 
 The solution developed by the Gaskar Group IT company (part of the Amethyst Group) will soon be adopted in the N.V. Sklifosovsky Research Institute of Emergency Medicine, the A.S. Loginov Moscow Clinical Scientific Center, the S.P. Botkin City Clinical Hospital, the O.M. Filatov Hospital No.15 and the Infectious Diseases Hospital No. 2.

 
 According to developers, the solution helps increase the productivity of engineering staff by 20%, reduce the material and technical support expenses by 20%, and also helps reduce the unscheduled maintenance costs by up to 50%. Moreover, the system can extend the service life of engineering equipment by 15%.

Smart Maintenance System to Be Introduced in Moscow Medical Institutions

Moscow has updated the digital data library for testing neural networks in healthcare and increased the number of open datasets to 40.

 
 Previously, developers of AI-powered medical services had access to only nine datasets. Now the datasets cover most of the main medical tests: ultrasound, ECG, CT, MRI, X-ray examinations and others. Using the datasets, developers will be able to train their own models to analyze medical images for pathologies.

 
 Currently, the most popular dataset contains chest CT images for training AI-based services to detect the signs of COVID-19. It has been viewed over 4,000 times and downloaded more than 700 times. The second one is the combined dataset for several types of medical tests, such as CT, mammography, X-rays and fluorography. The third most popular dataset is the brain MRI dataset. Most of the datasets are used for calibration, functional and other types of testing AI services.

Moscow Increases the Number of Open Datasets for AI Developers in Healthcare to 40

Moscow brings the project dedicated to the introduction of AI-based services to other Russian regions. Neural networks will help analyze radiological images in the Yamalo-Nenets Autonomous Okrug (YNAO).

 
 At this stage, five YNAO hospitals will be connected to the HUB Telemed platform. Anonymized medical images will be processed on the platform to help detect pathologies.

 
 Regional medical workers will have access to the algorithms used by Moscow radiologists, including a comprehensive service that helps detect signs of seven pathologies at once. The quality of the neural networks function will be controlled by the Moscow Center for Diagnostics and Telehealth.

AI Platform for Radiology Study Analysis Developed in Moscow to Be Introduced in Regions

All Moscow general hospitals provide telemedicical services. Since February 2022, doctors have conducted 600,000 consultations. The services have already been used by 380,000 patients. Now remote appointments are offered to patients treated at home from upper respiratory tract infections and confirmed COVID-19. Remote consultations are available via the EMIAS.Telemedicine app.

 
 Doctors analyze the patients’ condition, identify symptoms that indicate positive or negative dynamics and tell the patients which medicine to take, answer questions, and give recommendations. If necessary, physicians can schedule an in-person appointment. All data recorded by the specialist to audio protocol during the video consultation is available in the electronic health record.

Moscow Doctors Conducted 600,000 Remote Consultations

In the first half of 2022, the residents of Moscow gave the highest rating to the quality of public services more than 560,000 times on the mos.ru portal. The ‘excellent’ mark covers 82% of all the evaluations.

 
 According to deputy mayor Natalya Sergunina of Moscow, “the demand for services on the mos.ru portal is constantly growing. During the entire 2018, residents rated the quality of services 520,000 times, and in the first half of 2022 only they gave evaluations more than 680,000 times. The number of ‘excellent’ marks grew from 72% to 82%.”

 
 During the same period of time, 6% of users (more than 41,000) rated the quality of services as ‘good’. Thus, the percentage of positive feedback is over 88%.

 
 The ‘Declutter Service’ (unwanted items removal) has the highest rating with over 4.9 points. Residents also gave high evaluations to the services for booking medical appointments, issuing a universal library card, applying for compensation for nursery and kindergarten costs, and the service for submitting communal services meter readings. In total, the portal includes over 380 online services.

Free knowledge base launched to drive 5G innovation with more than 60 case studies of how various cities and countries are implementing 5G, an interactive map of 5G pilot zones in Moscow and other useful content on the topic. Each case study has a detailed description of various 5G-empowered applications and scenarios, and other useful information, including solution partners, results accomplished and project timelines.

Russia’s first 5G zone was deployed in Moscow in August 2019 and this became the starting point of wider plans for deployment of the high speed network across Russia. The 5G tech base contains an interactive map of all the 5G pilot zones in Moscow, both those that are currently operational and those presently preparing to launch. Information on the operators who are testing equipment in those pilot zones, alongside a list of successful case studies and other useful information is also available.

Companies from all over the world with ideas for solutions they would like to implement in those 5G pilot zones can communicate their concepts to the city’s planner by completing a special form on the website.
