The platform combines an online check of ID document’s authenticity and biometric verification of a person, bridging a person’s physical and digital identity.

Using a user’s photo, the service creates a “digital embedding” by picking out the 128 unique features of the person to further verify him against an ID document and then identify a passport: CHECKU verifies a photo or scan against the 62 signs of forgery (photo montage, corruption of personal data, digital retouch). As a result, the neural network analyzes the information it receives and returns with a total verification score.

Since January, the number of Russian IT solutions in the Technology Bank online register for industry has increased by more than 50% to 240. This year, 125 new solutions have appeared, of which 22 have been added since October.

Technology Bank Got 125 Solutions since Beginning of 2022

The Department of Information Technologies of Moscow stated the main work areas for 2023 based on the city social budget for 2023, adopted by the Moscow City Duma. Among the areas are:

 <li>online services. This focus area includes maintaining stable work of the mos.ru portal, Citywide Contact Center and feedback ecosystem. The plan includes the development of new services, the upgrade of the current mos.ru functions and the acceleration of the conversion of public services into the electronic form;</li>
 <li>sectoral digitalization. The development of information systems is planned in the communal services sector, healthcare, education, construction, culture, sports and other industries;</li>
 <li>ensuring stable operation and development of IT infrastructure. In particular, the development of the city Wi-Fi and data centers;</li>
 <li>information security. The area implies the protection of the city digital infrastructure from cyberattacks;</li>
 <li>the substitution of imported software and hardware solutions.</li>

Moscow DIT Listed Focus Areas for 2023

Rostec may exchange the control of its subsidiary Spektr, LTE and 5G telecom equipment developer, for investments from institutional investors, development institutions and other organizations. The share in Spektr can be transferred to Rostelecom, Aquarius, Eltex and the X-Holding organizations. However, a Rostec representative says it is still too soon to talk about share transfers to any specific companies.

 
 Rostec currently owns 100% of Spektr. At the same time, the motion to reduce its share in Spektr to 25% is stated in draft amendments by the Ministry of Digital Development to the governmental decree on the rules of allocating subsidies to the state corporation for the development of a telecom product line for communication networks.

 Earlier the Ministry of Digital Development <a href="https://ict.moscow/news/mintsifry-predlozhilo-izmenit-pravila-vydeleniia-subsidii-rostekhu-na-5g-s-uchetom-vostrebovannosti-lte/" target="_blank" rel="nofollow">was reported</a> to propose to change the rules for allocating subsidies to Rostec for 5G development considering the high demand for LTE.

Rostec May Exchange Control of Spektr for Investment

On November 1, an experiment began to initiate the use of open-license software, algorithms, databases and documents, including those belonging exclusively to the Russian Federation. Previously, the experiment was expected to start on May 1, but the decree was signed only on October 10. During the experiment, which will last until the end of April 2024, the national open-source software repository will be created.

 
 Among the participants are the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Russian Information Technology Development Fund (RFRIT) and other organizations. Open-license policy will allow to commercialize or close the reused source code without additional approval.

Experiment to Create National Open-Source Software Repository is Launched in Russia

Russian software developers, higher education institutions and research institutes have signed a cooperation agreement to introduce Russian CAD/CAE systems into the advanced training of specialists in aircraft engine construction. The parties to the agreement are the P.I. Baranov Central Institute of Aviation Motors (CIAM, part of the N.E. Zhukovskiy Institute research center), ASCON software developer, the APM research and software development center and the P.A. Solovyov Rybinsk State Aviation Technical University.

 
 The parties plan to develop study material and educational courses based on the digital twin demonstrator representing a small gas turbine engine, developed at CIAM. The Russian software will be used in the materials to the greatest extent possible. Such an approach will allow to conduct research in the field of digital twins and analyze their potential. All CAD and CAE models used in the demonstrator are fully parameterized.
