The Ministry of Digital Development expects 3G to stay in large cities until 2025. The transition from 3G in rural areas will start in 2027. Terminals are said to be the biggest 3G shutdown issue. These are both the network operator equipment and customer devices that support the 3G and earlier standards.

 
 MTS says it will take actions following the 3G subscribers withdrawal, and notes that operators are inclined to use the 3G frequencies for actual standards, including the next-generation ones. “We are gradually changing from 3G to LTE, but for now the complete 3G network shutdown is not an option” – MegaFon company says. There is “a large number of working devices in the network with 3G support” - the operator explains. Tele2 is also not ready to announce the shutdown of 3G networks due to difficulties with network equipment availability and the slow replacement of such 3G devices as smartphones and M2M devices, including ATMs, terminals and security systems.

3G Stays in Russian Cities till 2025

According to the Ministry of Digital Development, mobile internet traffic in Russia has decreased for the first time ever. In the second quarter of 2022, the traffic fell by 2.3% to 8.35 billion gigabytes (vs. 8.54 billion gigabytes in the first quarter). Up to that moment, the traffic figures had been growing quarter-to-quarter and year-to-year.

 
 Megafon confirmed the decrease in the mobile internet traffic. MTS did not see the typical growth of traffic from March till May. Tele2 recorded the decrease, but only by 1.6% in Q2.

 
 According to MTS, the traffic decrease is due to foreign Internet resources ban and the exit of foreign companies from Russia. the Ministry of Digital Development also believes the decrease to be related to foreign web services ban in Russia. The ministry notes that the Internet traffic inside Russia has significantly grown and almost replaced the services that left the market.

Ministry of Digital Development: Mobile Internet Traffic Decreased by 2.3%

Skoltech plans to put several 5G base stations with their firmware into commercial operation by the end of the year. They will be operating in the network of one of the operators.

 
 According to Dmitry Lakontsev, head of wireless communications and IoT area of the Skoltech-based NTI Center of Competence, this is the only domestic software solution for base stations. The solution is also compliant with OpenRAN standards.

 
 Skoltech together with MTS, MegaFon, beeline and the Open Net Technologies Association have already completed the first stage of the laboratory testing of the station. During the tests, the download speed was more than 1 Gbps. The 5G base station operated by the software developed by Skoltech was implemented on a hardware platform that consists of servers based on Intel processors. The Foxconn’s solution for 4.8-4.99 GHz band was used as a transceiver. The Russian analogues of this equipment are being developed and will become available on the market in the near future.

Skoltech to Bring Part of 5G Base Stations into Commercial Operation this Year

Mobile operators and EdTech representatives observe the growth of online education market from January to August 2022. According to MTS, the number of mobile users of sites and applications for online education increased by quarter during this period, the number of purchases in this category increased fivefold, and the average purchase amount doubled.

 
 MegaFon says, from January to mid-August, mobile Internet traffic in online services for training IT specialists grew by 87% compared to the same period in 2021.

 
 According to Tele2, the mobile audience on the platforms during this period was distributed as follows - Geekbrains ― 27%, Skillbox ― 26%, Netology ― 20%, Stepik ― 13%, Yandex.Practicum ― 12%.

 
 Skillbox reported a 10% increase in the average purchase amount in 2022 compared to 2021. Traffic fluctuations of 10% yoy were observed on desktops in January-August, mobile traffic remained unchanged.

 
 Yandex.Practicum reported an increase in the number of purchases of its courses by 50% since the beginning of the year compared to last year. The average purchase size on the platform from February to August grew by 30% yoy.

 
 The Skolkovo Foundation EdTech cluster representatives say that in January-August the online education market grew by 3-15%, but the growth rate slowed down - earlier it was about 25-40%.

 
 In the first quarter of the year, the revenue of the top 100 EdTech companies in Russia amounted to 21.7 billion rubles (354.8 million dollars), according to EDtechs.ru. At the end of last year, the overall revenue of the top 100 EdTech companies amounted to 73 billion rubles (1.2 billion dollars), according to Smart Ranking.

Companies Observe Growth of Online Education Market in Mobile Segment

T2 RTK Holding (Tele2 brand, owned by Rostelecom) initiated restructuring with the subsequent spin-off of the tower business into an independent legal entity. Tele2 says that “the formation of the tower company has not been completed yet”, and “different options of infrastructure management” are being discussed.

 
 In November 2021, president of Rostelecom Mikhail Oseevsky <a href="https://tass.ru/ekonomika/12941519" target="_blank" rel="nofollow">announced</a> the plans to create a separate organization for tower infrastructure. Then he said that there was no task to sell the towers quickly. Later, in May of this year, head of Rostelecom <a href="https://www.interfax.ru/business/841541" target="_blank" rel="nofollow">specified</a> that the company would not sell towers within the next two years.

 
 According to AC&M Consulting, at the end of 2020 there were 85,000 antenna mast structures in Russia, of which about 13,000 were owned by Tele2.

Kismet Capital Group holding <a href="https://ict.moscow/news/megafon-peredal-bashennye-aktivy-nezavisimomu-operatoru/" target="_blank" rel="nofollow">acquired</a> the First Tower Company with 17,000 towers from MegaFon. At the beginning of 2022, MTS also <a href="https://ict.moscow/news/struktura-kismet-vedet-peregovory-o-pokupke-sotovykh-vyshek-mts/" target="_blank" rel="nofollow">planned</a> to sell the tower company with 23 thousand antenna mast structures. Now, according to Kommersant, the company “continues to consider various scenarios, observethe interest in the asset and communicate with potential investors”.
