By the end of this year, the Bank of Russia plans to conduct a “calibration survey” of banks with a universal license for their readiness to apply the new rules for regulating ecosystems.

 
 For calculations, the regulator intends to apply new parameters for regulating banks' investments in non-financial and non-core assets - “assessment of immobilized assets (IA) on the balance sheets of banks, calculation of immobilization ratios for different groups of their assets, as well as the risk-sensitive limit (RFL) for each player”.

 
 The Central Bank clarified that they still intend to divide the immobilized assets (IA) of banks into three groups according to the degree of risk. At the same time, the regulator agreed to soften some of the criteria for assigning assets to a particular group:

<ul>
 <li>Non-core collateral for problem loans can be kept on the balance sheet for five years instead of three;</li>
 <li>"Redundant" offices, IT infrastructure can be excluded from the calculation of the risk-sensitive limit;</li>
 <li>A softer approach will be applied to transactions of equity participation of banks, which are of "high importance for the economic development of the country".</li>
</ul>

 
 The Central Bank also agreed to calculate the deduction from capital at the risk-sensitive limit differently. Less risky non-core assets will fall under it, which means that they will be “cheaper” in terms of pressure on banks' own funds.

 
 After completing the survey, the Central Bank will determine the threshold of the risk-sensitive limit for banks, as well as the value of the immobilization ratios. This will happen in the first half of 2022.

Bank of Russia May Soften the Approach to Ecosystem Regulation

Moscow approved the testing of public and private driverless vehicles, including taxis, on 140 streets. On 18 of the chosen streets, as well as on the territory of the Skolkovo center, unmanned vehicles will be able to travel with passengers and luggage.

 
 According to the published list of streets, driverless tests will mainly be carried out in the south, south-west, west and in the center of Moscow: Aminevskoe, Varshavskoe, Ochakovskoe, Staromozhayskoe highway, Sevastopolsky prospect, Frunzenskaya embankment, Vernadsky avenue, Luzhniki bridge, Presnenskaya embankment, Proletarsky prospect.

 
 On Wednesday, November 24, the Moscow City Duma positively <a href="https://ria.ru/20211124/taksi-1760475566.html?utm_source=yxnews" target="_blank" rel="nofollow">assessed</a> the proposal to introduce an experimental legal regime in Moscow for testing unmanned taxis.

140 Moscow Streets chosen for Piloting of Driverless Cars

Sberbank signed a binding agreement to sell to Gazprombank a 36% stake in MF Technologies, which controls 57.3% of the voting shares of VK Group (formerly Mail.Ru Group). The deal will amount to $169 million (12.8 billion rubles). According to RBC, it is planned to be completed in the fourth quarter of 2021 after receiving the necessary approvals.

 
 The reason for the sale of Sberbank's stake in MF Technologies was not specified. The deal is also not commented on by other beneficiaries. At the same time, Gazprombank believes that the purchase of MF Technologies will allow combining digital and traditional services and products. “There is great potential for cooperation in the area of ​​media, communications and marketing with Gazprom-Media Holding, as well as the development of digital financial services of Gazprombank,” the bank said.

 
 According to Maria Sukhanova, an analyst at BCS Global Markets, the deal is unlikely to affect the strategy of VK Group, but it may negatively affect investor sentiment. Gazprombank analyst Anna Kupriyanova sees the deal as positive for VK Group, since “the incomprehensible situation with the joint venture” (“O2O” is a joint venture between Sberbank and VK Group), in her opinion, “has been putting pressure on shares lately.”

 
 Aton analyst Viktor Dima considers the deal the first step towards the fact that Sberbank and VK Group will independently develop their own ecosystems. “This should have a positive effect on VK, but it will be possible to finally answer this question after it becomes clear how the partners will split the joint venture, who will get what assets,” he clarified.

 
 In turn, Anton Lopatin, director of the analytical group for financial institutions at Fitch, said that the deal should be viewed as a sale of investments; it should not affect the result of Sberbank's non-financial business, since there is no talk of any transformation of the joint venture so far.

Sberbank Completes the Deal of Selling its Stake in VK

The Skyeng language school will buy 25% of the Qmarketing Academy educational platform, and within a year it plans to increase its share to 100%, but the exact terms have not been determined.

 
 The parties do not disclose the terms of the deal and the final shares. According to the sources of Kommersant newspaper, "the assessment of 100% of the company could have amounted to 1-1.3 of the revenue of Qmarketing Academy, that is, taking into account the current indicators of 200-250 million rubles."

 
 According to the co-founder of Skyeng Khariton Matveyev, the acquisition of Qmarketing Academy will allow the online school to expand its presence in the segment of additional professional education. At the same time, the showcase and brand of Qmarketing Academy will remain, but Skyeng courses will be integrated into the program of the Skypro online university of digital professions.
