Since January, the number of Russian IT solutions in the Technology Bank online register for industry has increased by more than 50% to 240. This year, 125 new solutions have appeared, of which 22 have been added since October.

Technology Bank Got 125 Solutions since Beginning of 2022

The Department of Information Technologies of Moscow stated the main work areas for 2023 based on the city social budget for 2023, adopted by the Moscow City Duma. Among the areas are:

 <li>online services. This focus area includes maintaining stable work of the mos.ru portal, Citywide Contact Center and feedback ecosystem. The plan includes the development of new services, the upgrade of the current mos.ru functions and the acceleration of the conversion of public services into the electronic form;</li>
 <li>sectoral digitalization. The development of information systems is planned in the communal services sector, healthcare, education, construction, culture, sports and other industries;</li>
 <li>ensuring stable operation and development of IT infrastructure. In particular, the development of the city Wi-Fi and data centers;</li>
 <li>information security. The area implies the protection of the city digital infrastructure from cyberattacks;</li>
 <li>the substitution of imported software and hardware solutions.</li>

Moscow DIT Listed Focus Areas for 2023

Rostec may exchange the control of its subsidiary Spektr, LTE and 5G telecom equipment developer, for investments from institutional investors, development institutions and other organizations. The share in Spektr can be transferred to Rostelecom, Aquarius, Eltex and the X-Holding organizations. However, a Rostec representative says it is still too soon to talk about share transfers to any specific companies.

 
 Rostec currently owns 100% of Spektr. At the same time, the motion to reduce its share in Spektr to 25% is stated in draft amendments by the Ministry of Digital Development to the governmental decree on the rules of allocating subsidies to the state corporation for the development of a telecom product line for communication networks.

Rostec May Exchange Control of Spektr for Investment

On November 1, an experiment began to initiate the use of open-license software, algorithms, databases and documents, including those belonging exclusively to the Russian Federation. Previously, the experiment was expected to start on May 1, but the decree was signed only on October 10. During the experiment, which will last until the end of April 2024, the national open-source software repository will be created.

 
 Among the participants are the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Russian Information Technology Development Fund (RFRIT) and other organizations. Open-license policy will allow to commercialize or close the reused source code without additional approval.

Experiment to Create National Open-Source Software Repository is Launched in Russia

Russian software developers, higher education institutions and research institutes have signed a cooperation agreement to introduce Russian CAD/CAE systems into the advanced training of specialists in aircraft engine construction. The parties to the agreement are the P.I. Baranov Central Institute of Aviation Motors (CIAM, part of the N.E. Zhukovskiy Institute research center), ASCON software developer, the APM research and software development center and the P.A. Solovyov Rybinsk State Aviation Technical University.

 
 The parties plan to develop study material and educational courses based on the digital twin demonstrator representing a small gas turbine engine, developed at CIAM. The Russian software will be used in the materials to the greatest extent possible. Such an approach will allow to conduct research in the field of digital twins and analyze their potential. All CAD and CAE models used in the demonstrator are fully parameterized.

Central Institute of Aviation Motors and Rybinsk State Aviation Technical University Develop Digital Twin Demonstrator on Russian Software

The Ministry of Digital Development will use the platforms of Positive Technologies and Cyberpolygon for Bug Bounty to find vulnerabilities of the Gosuslugi public services portal. However, at the moment, the ministry does not plan to actually reward the participants, because “the use of Bug Bounty platforms was proposed by the companies themselves”.

 
 Yaroslav Babin, head of the Standoff 365 Bug Bounty by Positive Technologies, says white-hat hackers are willing to search vulnerabilities for free, because “they are interested in challenges and value the experience and their platform rating”. He believes, the participation can lead to being hired or invited to limited projects of other clients. Luka Safonov, Cyberpolygon CEO, says that in this particular case the company is ready to pay the rewards on its own, but “it will not be a matter of hundreds of millions, but about 100,000 rubles for one vulnerability”.

Moscow Citywide Wi-Fi network has reached the ninth anniversary. The network contains more than 24,000 Wi-Fi hotspots and is available within the Garden Ring and the Third Ring, as well as in almost 1,000 facilities and organizations. In 2022, about 800 new hotspots have been added, and the amount of traffic has exceeded 8 million gigabytes. The first Wi-Fi hotspot was installed at the Frunzenskaya Embankment in 2013.

Moscow Citywide Wi-Fi Network Working for Nine Years

The Ministry of Digital Development expects 3G to stay in large cities until 2025. The transition from 3G in rural areas will start in 2027. Terminals are said to be the biggest 3G shutdown issue. These are both the network operator equipment and customer devices that support the 3G and earlier standards.

 
 MTS says it will take actions following the 3G subscribers withdrawal, and notes that operators are inclined to use the 3G frequencies for actual standards, including the next-generation ones. “We are gradually changing from 3G to LTE, but for now the complete 3G network shutdown is not an option” – MegaFon company says. There is “a large number of working devices in the network with 3G support” - the operator explains. Tele2 is also not ready to announce the shutdown of 3G networks due to difficulties with network equipment availability and the slow replacement of such 3G devices as smartphones and M2M devices, including ATMs, terminals and security systems.

In light of this landmark anniversary, Mail.Ru Group carried a survey across 9,600 Russian mobile and desktop internet users aged 14+ in March 2019 together with ResearchMe to evaluate where Russian Internet is today. Key insights:

	<li>75.5% of Russians are using the Internet today vs 3.6% back in 2000.</li>
	<li>71% of Russians are users of smartphones, 62% use laptops, 52% are users of PCs, 37% use tablets, 28% — Smart TVs.</li>
	<li>Internet usage is high across age groups, with 79% of teenagers accessing the Internet daily and multiple times per day and 71% related share within the 55+ age group. Only 10% access the Internet less than two-three times per day.</li>
	<li>Usage is rising, with 76% suggest that they spend more time on the Internet than 5-7 years ago, consistent across age groups.</li>
	<li>64% use the Internet for communication within social networks, 62% to play games, 58% to search, 56% to watch videos, 55% to listen to music. 73% of respondents spend &gt;3 hours in social networks.</li>
	<li>Most popular activity within social networks is viewing photos and videos of friends (68%), followed by chatting (64%), giving likes and making comments (53%), reading and making posts in groups (48%), loading own photos and videos (47%).</li>
	<li>Viewing video is the most popular Internet action category mentioned by 74% of users, followed by ordering taxi (45%) or buying/selling goods using classifieds (43%), ordering food (30%), education (18%).&nbsp;</li>
	<li>Gaming is equally popular in those aged below 35 and within the 35+, with 58% saying that they play games 3 hours+/day.</li>
	<li>On-line education is just ramping, with 30% having started accessing it less than 6 months ago, but 67% believe that on-line will become the main form of education in the next 25 years.</li>
