Skolkovo Tests Dedicated Air Zone for Drones

The Russian Direct Investment Fund (RDIF), Linxdatacenter, and ER-Telecom will build a data center for 4,000 racks in Moscow as part of the expansion of Linxdatacenter and the development of its cloud service in Russia.

 
 The commissioning of the data center is scheduled for early 2024. In addition, it is planned to gradually increase the energy capacity of the facility up to 50 MW. The volume of investments in the project will be about $200 million.

Сomplex solution Senso Rehab by Moscow-based SensoMed will be used in the Center for Rehabilitation of Restorative and Sports Medicine of the Moscow Department of Health and the Center for Medical Rehabilitation of Sechenov University.

 
 The development consists of three parts: a Senso Glove smart glove, a rehabilitation technique and a set of cognitive games. Sensors in the glove allow you to track the movements of the hand and fingers, while games restore fine motor skills and speed up the rehabilitation process.

 
 According to the developers, the use of the complex increases the effectiveness of treatment by 2.5 times in comparison with traditional methods. Clinical trials and work on improving the product were carried out in the course of three years.

 Experts note that the smart home device market conditionally consists of six segments:

The Bank of Russia and market participants have begun testing the digital ruble platform.  In total, the regulator plans two stages of testing the digital ruble. As part of the first, it is planned to test:

 <li>Russia accounted for 0.2% of the total number of patent applications for inventions related to the Internet of things&nbsp;(IoT) in the world (2019 data) and 1.5% of the total number of scientific publications (2020 data). Among the leading Russian companies in this area are MTS, Beeline, MegaFon, Rostelecom, Rostec, etc. The main advantage of Russian players compared to the foreign ones is more functional software, more efficient data processing algorithms, storage solutions data and monitoring, etc. However, the main hardware solutions are made on a foreign element base.</li>
 <li>Russia accounted for 0.1% of the global number of patent applications for inventions related to fifth-generation (5G) mobile networks in 2019 and 1.8% of the total number of scientific publications (2020 data). Already, the penetration rate of 5G in the USA, China and South Korea is 15-20%, while in Russia the technology is implemented only in pilot zones, their full launch has been postponed until 2024. By this date, “the gap can reach critical values ​​both in terms of the level of development of the infrastructure of 5G networks and the degree of readiness of services based on them,” the authors of the document said.</li>
 <li>In 2019, Russia accounted for 1.5% of total patent applications related to quantum computing and 4.7% of scientific publications (2020 data). Rosatom, the Russian Quantum Center and various universities are developing these technologies in the country. The technological gap between Russia and the world leaders in the field of quantum computing is estimated at seven to ten years. In 2025-2030, when quantum computers will be massively introduced, “non-quantum technological leadership of the state will become impossible,” the document says.</li>
 <li>Russian authors occupied 0.2% in the total volume of patents in the field of distributed registry technologies (data of 2019) and 2.1% in scientific publications (according to the results of 2020). The International Organization for Standardization and the International Electrotechnical Commission (ISO/IEC) have approved the international standard for the Industrial Internet of Things proposed by the Russian Federation.

 
 The preparation of the document was carried out upon the initiative of Rostelecom on the basis of the technical committee for standardization 194 "Cyber-Physical Systems" of Rosstandart.

 
 The adopted standard establishes uniform requirements for the compatibility of various devices and systems of the Industrial Internet of Things (IIoT). BestDoctor Buys Insurance Company Reserve to Develop its Ecosystem

Russia will create a national repository for publishing and storing software source codes and additional data. They can be freely used by both individuals and legal entities.

 
 An experiment to provide software (the rights to which belong to Russia) under an open license is going to be carried out from May 1, 2022 to April 30, 2024. Digital products created using budgetary funds will be placed in the repository in the first instance. In particular, e-government infrastructure software, with the exception of components that provide cryptographic data protection functions. 

 
 The operator of the national repository will be determined by the Russian Foundation for the Development of Information Technologies. ICT.Moscow <a href="https://ict.moscow/en/research/overview-of-global-5g-use-cases-in-2021/" target="_blank" rel="nofollow">published</a> an annual overview of monitoring the use of fifth generation communications in the world. 146 use cases from 30 countries were analyzed for the period from August 2020 to October 2021 inclusive.

 
 The overview includes both projects presented in the demo mode and practices, the testing of which has already begun within the pilots. All of them are divided into 9 functional areas: industry and energy, logistics and transport, entertainment and tourism, communications and connectivity, security, medicine, ecology and agriculture, commerce, education. The overview also analyzes technologies and field where 5G is implemented more often, including AI, VR/AR, robotics, edge computing, Internet of Things (IoT), Vehicle-to-Everything (V2X). The collected cases were announced in open sources from August 2020 to October 2021 inclusive.

 
 Key findings

 
 The geography of 5G application in the world is noticeably expanding — the largest number of use cases was found in China (22), followed by the UK (17th) and the US (16th), which have become more visible on the global landscape largely due to the activity of local operators. In countries where 5G networks had not been put into commercial operation at the time of the publication of the report (Russia, Belarus, Portugal, Argentina, Turkey, Ukraine, Malaysia), 5G-ready use cases were taken into account, that is, projects implemented in networks ready to work on 5G frequencies after their launch.

 
 The internal geography of 5G use cases is expanding — they are being actively implemented not only in capitals and megacities, but also in provincial regions and small towns.

 
 The key functional areas in which 5G use cases are being most actively implemented include industry and energy, logistics and transport, entertainment, security, communications and connectivity, medicine. The largest number of use cases have been found in manufacturing industry, where such scenarios are being developed as implementation at industrial facilities (at the level of infrastructure hubs), and equipment management. In the transport segment, among other things, technically complex cases were implemented: for example, providing communications for high-speed transport routes. In most areas, another trend is noticeable, with many new use cases having become more narrow-profile, that is, within the framework of one case, a narrower range of tasks is solved and a smaller range of technologies is used in addition to 5G.

 In 2020, ICT.Moscow <a href="https://ict.moscow/en/research/overview-new-5g-practices-in-the-world/" target="_blank" rel="nofollow">published</a> an analysis of new 5G global use cases mentioned in the media in 2019-2020. The authors studied more than 60 use cases in 20 countries.

ICT.Moscow: 5G is most frequently used with AI and VR/AR

Russian telecom operator MTS and KT Corporation, a South Korean telecommunications company, will create data centers and AI-based solutions. This is included in the terms of the memorandum signed by the companies.

 
 MTS plans to use KT’s experience and expertise for the construction and operation of data centers in Russia. A joint venture will be created for these purposes. The development of AI-based solutions will require the combination of KT’s GiGA Genie voice recognition service and video analytics solutions developed by MTS AI.

 
 Moreover, the memorandum outlines plans for joint production of media content and its introduction to the global market.

MTS and South Korea’s KT Corporation to Create Data Centers and AI-based Solutions

Rostec will transfer the information security competence of the state corporation to a separate company - IB Reform. Previously these functions were performed by RT-Inform (a subsidiary of Rostec).

 
 Computing Solutions (Vychislitelnyye Resheniya), a Russian developer of hardware and software solutions, became a co-owner of IB Reform. The services of IB Reform cover 16 areas, including monitoring and response to computer incidents, audit and consulting in the field of information security, protection of personal data and government IT systems.

 
 Timur Serdyuk was appointed general director of IB Reform. He is on the board of directors of RT-Project Technologies (part of Rostec), which is engaged in the implementation of IT projects.

Rostec to Transfer Cybersecurity Competence to a Separate Company

Cian, a professional real estate sales and rental service, has submitted an application to be included in the register of operators of financial platforms. The company intends to launch a niche mortgage marketplace, which is not yet available on the Russian market. 

 
 Cian’s plans to be included in the register of marketplaces were mentioned in the IPO prospectus in the fall of 2021. According to the document, being included in the register of the Central Bank will help develop the CIAN.Mortgage service, which is called the “mortgage marketplace” in the prospectus.

 
 The Bank of Russia explained that “there are several applications for inclusion in the register under consideration.” The regulator did not mention the names of the companies. Currently, the register of financial platform operators includes five companies: VTB Registrar, Infinitum, Finuslugi, Sravni.ru, and Open Financial Marketplace. The Central Bank is also considering the application from Open Digital Solutions. According to experts, mortgage infrastructure projects remain in demand.

Cian Plans to be Included in the Register of Financial Marketplaces

Russian food retailer Vkusvill, in cooperation with the developer of intelligent systems for retail Neurus, opened a store without cashiers and cash desks.

 
 When customers enter a store, they have to scan the QR code in the Vkusvill app, to which the bank card is linked. Payment will be debited automatically when a customer exits the store through a special turnstile. The company explained that the investment in a retail outlet without cashiers and cash desks is much lower than the investment in a regular store.

 
 Neurus solutions analyze queues and shelves, detect fraud with cash registers, monitor cash register failures, etc.

Moscow-Based Neurus Develops a Solution for Stores without Cashiers 

The government has approved the concept of regulating the circulation of cryptocurrencies, which was developed by the Ministry of Finance. It implies the identification of customers and control over payment operators, but not the ban on digital currencies. By February 18, the Ministry, together with the Bank of Russia, will prepare a joint draft bill.

 
 The concept also <a href="https://thebell.io/pravitelstvo-utverdilo-kontseptsiyu-minfina-po-regulirovaniyu-kriptovalyut-m4Oev" target="_blank" rel="nofollow">envisages</a> the use of banking infrastructure for the purchase and sale of digital currencies and the use of Rosfinmonitoring’s “transparent blockchain” service.

 
 Earlier, the experts of the Ministry of Finance sent a letter to the government, in which they described the Ministry’s proposals on the rules for regulating the cryptocurrencies market:

 <li>establishing the parties, including the functionality and requirements for activities;</li>
 <li>determining the mechanism for purchasing and selling digital currency within the banking infrastructure;</li>
 <li>setting requirements for customers;</li>
 <li>using Rosfinmonitoring’s “transparent blockchain” service to track digital currency transactions;</li>
 <li>distributing powers between public authorities and determining the competent supervisory authority;</li>
 <li>introducing necessary amendments to legislation;</li>
 <li>identifying the benefits of regulation and the consequences of a ban.</li>

 Deputy Prime Minister Dmitry Chernyshenko <a href="https://www.rbc.ru/finances/28/01/2022/61f2b3589a794715631d17eb" target="_blank" rel="nofollow">signed</a> a roadmap to regulate operations with cryptocurrencies in January. It will be valid until the end of 2022.

Russian Government Approves the Concept of the Ministry of Finance on the Regulation of Cyptocurrencies

The Ministry of Economic Development of the Russian Federation has developed an experimental legal regime (a regulatory sandbox) in the field of digital innovations in telemedicine technologies. The corresponding draft government decree is published on the portal of regulatory legal acts. It is proposed to establish a regulatory sandbox for three years on the territory of the Russian Federation.

 
 The regulatory sandbox will improve the possibilities of consultations using remote technologies. In particular, it will allow to issue prescriptions in electronic form and remotely monitor the patient’s health status.

 
 In addition, the “critical point” concept was established in the experimental legal regime. It means a complaint or condition of the patient, which make a consultation in a remote format impossible. If such a situation occurs during a telehealth consultation, the specialists will have to “interrupt the telehealth consultation” and “recommend the patient to request medical assistance in person, including in order to resolve the issue of inpatient treatment.”

Russia Develops a Regulatory Sandbox in the Field of Telemedicine

The turnover of online payments for goods and services in Moscow for the 11 months of 2021 reached 51%, reaching $90.5 million (6.8 trillion rubles). This is a 1.5-fold increase in comparison with 2020.

 
 In particular, in the insurance field, the percentage of online payments amounted to 87%, or $6.3 billion (478.2 billion rubles), for travel agencies - 82%, or $5.6 billion (424.5 billion rubles), in online education - 60%, or $684 million (51.3 billion rubles). Fields where the percentage of online payments is less than 50% are retail trade - 34%, or $21 billion (1.6 trillion rubles), wholesale trade - 49%, or $3.3 billion (251.7 billion rubles), hotel business - less than 14%, or $146.6 million (11 billion rubles), postal and courier delivery - about 9% 117.1 million (8.8 billion rubles).

Turnover of Online Payments in Moscow Increses by Half in 2021

The Roskomnadzor commission agreed on <a href="https://rkn.gov.ru/docs/Protokol_n2_07022022.pdf" target="_blank" rel="nofollow">the list</a> of sites the audience and traffic of which will be assessed by the Runet measurer, Mediascope research company. The list features 79 Internet sites, including Yandex services and YouTube. Cooperation with Mediascope will be mandatory for 27 audiovisual services. These services include online cinemas Premier, ivi, and others, news aggregators Yandex.News, SMI2, and others, social networks Facebook, Instagram, Twitter, etc. Until February 9, Mediascope has to provide Roskomnadzor with a schedule to analyze these sites.

 
 Owners of resources the traffic of which will be assessed will either have to install the equipment used by the measurer or have to provide data “necessary and sufficient to conduct the analysis.”
