 Rosatom to Present a Draft Roadmap for the Creation of a Quantum Internet in 2022

 In 2022, Rosatom will present a draft of the second roadmap for the development of quantum computing.

 
 The state corporation clarified that in the period from 2025 to 2030, the key tasks will be the creation of a common network of quantum computers in Russia. Later, on its basis, it is planned to create a “quantum Internet”. According to Ruslan Yunusov, head of the project office for quantum technologies at Rosatom, this network will speed up the performance of devices “by tens and hundreds of millions of times.”

 In November 2021, analysts from the Innovation Laboratory of the IT Department of the Moscow Government have studied global practices in the use of video surveillance and video analytics systems. Among other things, they analyzed the various areas where such systems are used today and identified seven main application scenarios, that is, six more in addition to security (for which such systems have traditionally been deployed in cities). The fact that video analytics systems are increasingly being used in the world to solve various problems is also indicated by other studies. According to IT company Surfshark, in 2020, more than half of all existing states (109 countries) have already used or approved facial recognition. In total, 194 states were studied by analysts.

 The first 5G industrial test site began operating on the basis of the Botkin Hospital in Moscow. Its infrastructure is deployed in the millimeter wavelength range. The project includes healthcare technologies and services for which high speed of collection, processing and transmission of large amounts of data is important.

 
 “We are interested in the possibilities of using augmented and virtual reality (AR/VR) technologies in surgery, ensuring fast transfer of volumetric files obtained during instrumental studies between organizations and other areas that can improve the quality of medical care in the city,” explained Anastasia Rakova, Deputy Mayor of Moscow r Social Development.

 Moscow was ranked first among European cities in the rating of innovations that help fight coronavirus. In addition, the capital took third place globally, ahead of Boston, London and Toronto.

 
 San Francisco and New York ranked first and second, respectively. The rating was compiled by the international analytical center StartupBlink.

 
 Analysts analyzed 160 solutions of Moscow in the fight against the pandemic, including computer vision algorithms based on artificial intelligence, cloud platforms that unite doctors, medical institutions, insurance companies and pharmaceutical manufacturers.  Moscow has become the 16th metropolis, which was included in the number of representatives of the Global Innovation Alliance (GIA), created by the Singapore government to help startups to bring their products to foreign markets.

 
 The Singapore Enterprise Agency (the parent organization of the GIA) will support Singaporean start-ups and small and medium-sized enterprises in entering the Russian market, while Russian enterprises will be assisted in entering the Southeast Asian market.

 The development of AI is most noticeable in the MedTech segment, which includes 25 new practices (53 in total), selected in the database. Currently, the most popular branch of technology implementation in Russia is medicine. Among other industries actively implementing AI practices, the following stand out: retail and e-commerce (18 new cases), logistics and transport (8 new cases).

 The Ministry of Construction presented the data of the new Urban Economy Digitalization Index ("IQ of cities") for 2020. Moscow took the first place among the million-plus cities (103.25 points). The second and third places were shared by Voronezh (63.38) and Kazan (60.93), respectively.

 
 The index contains 47 indicators and is calculated in ten areas: urban management, smart housing and communal services, innovations for the urban environment, smart urban transport, intelligent systems of public and environmental safety, tourism and services, intelligent systems of social services, economic condition and investment climate, infrastructure of communication networks.

 The Moscow Innovation Cluster (MIC) has become a member of the TCI Network, an international network for the development of innovations and clusters. The joint programs are expected to help promote the projects of Moscow innovators in foreign markets.

 From October 1 to October 6, 2021, for the first time, Moscow holds the finals of the International Collegiate Programming Contest (ICPC).

 
 More than 60,000 student programmers from more than 3,000 universities from up to 115 countries participate in qualifying rounds each year, and only the best of them reach the finals.

 
 The upcoming final will feature 100 teams with 15 from Russian teams, including five from Moscow. These are students of MIPT, Lomonosov Moscow State University, HSE, National Research Nuclear University MEPhI, and Moscow Aviation Institute.

 
 The current champion is the Moscow team, which won two consecutive years. Last year, due to the pandemic, the final was not held, and in 2019 it was held in Porto (Portugal), 10 Russian teams took part in it, including three from Moscow.

 As for the beginning of September, 15 thousand people have already submitted their biometric data. The system allows writing off funds from a bank card account, as well as from the Troika electronic card. The turnstiles that support the new technology are marked with a round black sticker on the floor.

 ICT.Moscow has conducted a monitoring of key media trends in IT in Russia and presented key findings of the 2020. Technologies and technology areas selected for media trends monitoring were mentioned more than 776 thousand times in 2020, which is slightly less than in 2019 (decreased by 5.7%). Artificial intelligence (AI) was the undisputed leader in terms of mentions throughout the year: technology was constantly on the agenda, and the media interest in it was steadily growing.

 Russian and foreign regulation processes in 2020 received a strong impetus for development: American, European and Russian regulators published and approved new documents, standards and data in the AI field, countries formulated new global goals and objectives for the development of the technology.

 
 ICT.Moscow talked with experts in the AI regulation, summed up the results of 2020 and found out about the possible vectors of development in 2021.

 We are witnessing a change in the overall trend in regulation. Until 2020, the approaches to AI and its regulation were strategized, and every national strategy has a part on regulation and ethics. In some strategies it is a reference (paragraph or line), in other strategies - a section, and in some strategies it is a driving factor, as it is in Russia.
 
 
 
 
 
 In 2020, we observed the next stage, when experts started developing detailed regulation - not the acts themselves were adopted, but approaches towards the regulation of AI were being thoroughly developed. We see that different countries in the world have developed documents that shape vectors in regulation for the next five years.

 During almost thirty years of the existence of “Smart City” term, a final unambiguous interpretation of it has not been provided yet. Nevertheless, this does not prevent analysts from forecasting the growth of this area on an annual basis.&nbsp;

 
 Artificial intelligence is one of the most hyped technologies among the authors of smart city strategies.&nbsp; The frequency of AI references among the key smart city technologies is gradually increasing: 7 out of 9 mentions of AI in strategies refer to the documents released in 2017 and later. The COVID-19 pandemic has also become a significant driver for revising the Smart City concept In 2020. We can already see how cities are updating the global agenda taking into account this experience.&nbsp;

 
 ICT.Moscow tried to figure out how a smart city is defined today and what place is given to technology in this concept by discussing these issues with experts from Singapore, Vienna, Helsinki, Taipei, Sydney, Moscow and other cities.

 At the beginning of November Moscow authorities announced plans to launch a MaaS-platform (Mobility-as-a-Service, “mobility as a service”) in the city; it will combine all city and several private transport services. By the end of 2021, the concept of multimodality will be implemented, which means that types of transport will be combined in a single digital space, and routes and fares will be personalised for users.

 
 This ambition of Moscow corresponds to the global trend in the field of transport - gradual implementation of MaaS concept in the city.  In October, MIT described a new approach to training artificial intelligence (AI) algorithms - “Less than one”-shot, or LO-shot learning, which, in theory, could fundamentally change the approach to machine learning (ML). Its main feature is the ability of AI ​​model trained using this technique to recognize more real objects than was presented in the training dataset. In other words, training neural networks does not require such a large sample of data as was usually needed.

 
 ICT.Moscow and AI and ML experts have discussed how revolutionary this approach really is, whether it has real prospects for changing the field of machine learning, and whether it is nothing more than a curious experiment. The experts explained what the LO-shot approach is all about, how applicable it is today or may be applicable in the future, and what might hinder its application.

ICT.Moscow <a href="https://ict.moscow/en/research/overview-of-global-5g-use-cases-in-2021/" target="_blank" rel="nofollow">published</a> an annual overview of monitoring the use of fifth generation communications in the world. 146 use cases from 30 countries were analyzed for the period from August 2020 to October 2021 inclusive.

 
 The overview includes both projects presented in the demo mode and practices, the testing of which has already begun within the pilots. All of them are divided into 9 functional areas: industry and energy, logistics and transport, entertainment and tourism, communications and connectivity, security, medicine, ecology and agriculture, commerce, education. The overview also analyzes technologies and field where 5G is implemented more often, including AI, VR/AR, robotics, edge computing, Internet of Things (IoT), Vehicle-to-Everything (V2X). The collected cases were announced in open sources from August 2020 to October 2021 inclusive.

 
 Key findings

 
 The geography of 5G application in the world is noticeably expanding — the largest number of use cases was found in China (22), followed by the UK (17th) and the US (16th), which have become more visible on the global landscape largely due to the activity of local operators. In countries where 5G networks had not been put into commercial operation at the time of the publication of the report (Russia, Belarus, Portugal, Argentina, Turkey, Ukraine, Malaysia), 5G-ready use cases were taken into account, that is, projects implemented in networks ready to work on 5G frequencies after their launch.

 
 The internal geography of 5G use cases is expanding — they are being actively implemented not only in capitals and megacities, but also in provincial regions and small towns.

 
 The key functional areas in which 5G use cases are being most actively implemented include industry and energy, logistics and transport, entertainment, security, communications and connectivity, medicine. The largest number of use cases have been found in manufacturing industry, where such scenarios are being developed as implementation at industrial facilities (at the level of infrastructure hubs), and equipment management. In the transport segment, among other things, technically complex cases were implemented: for example, providing communications for high-speed transport routes. In most areas, another trend is noticeable, with many new use cases having become more narrow-profile, that is, within the framework of one case, a narrower range of tasks is solved and a smaller range of technologies is used in addition to 5G.

 AI and VR/AR are being used more actively than other technologies along with 5G. For AI solutions, 5G enables the continuous transmission of large amounts of data. This is especially true for manufacturing industry and transport (more than half of AI use cases are concentrated in these areas). Cases using VR/AR are distributed approximately evenly across all functional areas, including industry and transport, as well as the segments of entertainment and tourism, medicine, ecology and agriculture. For example, these technologies are used in 5G networks for staff training, seminars and remote meetings, as well as testing virtual games in the cloud.

 Cities and states play a prominent role in the implementation of 5G use cases — 98 of the 146 cases reviewed involve city or state departments in one way or another, as well as companies with significant state participation (for example, Chinese telecom operators).

 
 Enterprises are actively using private 5G networks, with more than a quarter of the selected 5G use cases being implemented in private 5G networks. Usually, they are deployed by industrial enterprises — most projects in this direction were carried out precisely in private networks. However, such cases can also be found in the segments of transport, medicine, security, and agriculture.

 This report was created as part of the ICT.Moscow special project <a href="https://ict.moscow/en/projects/5g/" target="_blank" rel="nofollow">“5G is already in Moscow”</a>.

 
 In 2020, ICT.Moscow <a href="https://ict.moscow/en/research/overview-new-5g-practices-in-the-world/" target="_blank" rel="nofollow">published</a> an analysis of new 5G global use cases mentioned in the media in 2019-2020. The authors studied more than 60 use cases in 20 countries.

ICT.Moscow: 5G is most frequently used with AI and VR/AR

Analysts from the Innovation Laboratory of the IT Department of the Moscow Government <a href="https://ict.moscow/en/research/video-surveillance-and-video-analytics-an-overview-of-international-practices/" target="_blank" rel="nofollow">have studied</a> the new practices of using video surveillance and video analytics systems in cities and countries in Asia, the Middle East, the USA, and Europe.

 
 They identified seven main areas where such systems are now used globally: security, education, transport, housing and communal services, healthcare, emergency services, and tourism. Separately, the experts considered new scenarios for using video analytics with drones. More than 30 practices in total, including:

 <li>in Cannes, video analytics allows monitoring compliance with the rules for wearing masks and social distance;</li>
 <li>Beijing authorities use a face-scanning system in residential areas to control the separate collection of garbage;</li>
 <li>in Shanghai, such systems make it possible to simplify the procedure for checking passengers entering the salon of public transport;</li>
 <li>in Japan, technology can detect smoke and speed up the elimination of forest fires.</li>
</ul>
