The platform provides statistics by city or by a certain indicator, so users can get information about the passenger traffic, the number of parking spaces and the cost of an hour of parking.

 
 Currently the database includes 6 megacities (Madrid, London, Paris, Brussels, Moscow, New York) and more than 30 indicators. In the future, the number of cities will be increased to 30, and the number of indicators will exceed 50.

 
 According to Maxim Liksutov, the Head of the Moscow Department for Transport and Road Infrastructure Development, the project will facilitate more data exchange and will help to analyze the best solutions.

On July 19, Prime Minister Mikhail Mishustin and Deputy Prime Ministers presented the main initiatives to implement the national development goals to the President of the Russian Federation during the meeting of the Council for Strategic Development and National Projects.

 
 All initiatives are divided into six areas: social sphere, construction, ecology, digital transformation, technological leap and service state.

 
 The social sphere projects include:

 
 • creation of the “Health” unified digital service, which will allow citizens to get the necessary information about the attending physician, test results, vaccinations, information on subsidized medicines;

 
 • implementation of a pilot project to create an individual genetic health record;

 
 • creation of a unified digital platform, which will become the basis for the system of social treasury and payments assignment; the platform will be created by the Ministry of Labor.

 
 The technological leap projects are:

 
 • creation of unmanned logistic transport corridors for the transportation of goods (particularly, within the M11 Moscow - St. Petersburg motorway by 2024);

 
 • creation of corridors for commercial autonomous unmanned navigation (the first route of such type is Ust-Luga - Kaliningrad);

 
 • driverless delivery of goods to hard-to-reach areas of the Arctic and the Far East;

 
 • creation of a system for remote monitoring and diagnostics of people suffering from cardiovascular diseases and diabetes mellitus using personal wearable devices.

 
 In the “construction” section, the following initiatives were mentioned:

 
 • digitization of all 32 procedures in construction and implementation of BIM technologies. From January 1, 2022, all government customers must switch to using BIM technologies in design and construction;

 
 • actualization of spatial data.

 
 As part of the digital transformation, it is planned to:

 
 • develop the training for IT personnel. In particular, high school students will be given the opportunity to undergo free two-year training in modern programming languages;

 
 • provide Internet access to the residents of small settlements and remote areas.

Ozon opens a robotic laboratory, within the framework of which it will be engaged in the robotization of processes in fulfillment centers, sorting hubs, in the field of storage of goods, processing and delivery of orders, including on the "last mile" (delivery of goods to the buyer).

 
 The company's laboratory will be located on the territory of Innopolis (Kazan), Ozon has applied for the status of its partner, RBC reports.

 
 As the technical director of the company Anton Stepanenko clarified to the publication, "developments in the field of logistics robotization will make it possible in the future to make the work of the supply chain much more efficient and set standards for the entire e-commerce market." According to Kommersant, the Ministry of Health and Rostec have created the first version of the federal AI platform for healthcare.

 
 The project will combine anonymized and labeled medical data into verified datasets, and provide IT companies with a platform for developing and testing AI services.

 
 The “Federal Integrated Electronic Medical Record” (a subsystem of the Unified State Health Information System) will be the main source of data. The medical information accumulated in national medical research centers subordinate to the Ministry of Health will also be used by the platform. These medical research centers include the A.V. Vishnevsky National Medical Research Center of Surgery, the N.N.Blokhin Cancer Research Center, the National Medical Research Center of Endocrinology, the Almazov National Medical Research Center and the N.N.  According to Rostec, it is possible to create 14 archives for diagnostic radiology and 10 archives for pathomorphology using the data collected by research centers. Yandex introduced a system for automatic voice-over translation of video clips.

 
 The system uses machine learning algorithms that automatically recognize and translate the speaker’s speech, and also generate a Russian-language version of the text. It is broadcast almost in real time, taking into account the speech tempo. Biometric algorithms also determine the gender of the speaker in order to choose the appropriate voice.

 
 The technology is at the prototype stage and translates speech in the video only from English into Russian. The company continues to develop the service and plans to make the announcement of its public version in the near future.

Rosstandart approved the first GOST for big data - “Information technology. Big data. Overview and Vocabulary”. According to the developers of the document (representatives of the National Center for Digital Economy of Moscow State University and the Institute of the Information Society), it is identical to the Information technology - Big data - Overview and vocabulary international standard.

 
 The GOST (national standard) contains English terms related to big data translated into Russian and their meanings. For example, “data analytics” is “a concept that encompasses the acquisition, collection, validation and processing of data, including its quantification, visualization and interpretation”. And “data variability” is “changes in the transmission rate, format or structure, semantics or quality of the data array”. Key characteristics of big data (volume, processing speed, variety and variability) with the explanation of their meaning are also presented in the standard.

 
 According to Yuri Hohlov, the chairman of the board of directors of the Institute of the Information Society, eight more national standards in the field of big data will be adopted. These standards will concern data reference architecture, security, methods of analysis, use cases, etc. Some of these documents have already been prepared, discussed in public, and some of the documents will be developed simultaneously with international standards, Hohlov says.

Russia approved the first national standard for big data

The government has submitted a draft law that amends the federal law “On Communications”. The amendments are made to move towards a register model for assignment (designation) of radio frequencies or radio frequency channels for radio electronic means, and to determine the specifics of licensing in the field of communications.

 
 According to D-Russia, in the register model the provision of services is recorded in the electronic register.

 
 According to the draft law, permission to assign a radio frequency or radio frequency channel will be issued “in the form of an entry in the Unified register of frequency assignments for civilian radio electronic means” or in written form for radio electronic equipment used for government agencies. The current law “On Communications” has no provisions on a unified register.

 
 The explanatory note states that “the concept will improve the technological effectiveness of processes, including through the use of digital technology”. On July 6, a draft law “On Russian technological platforms” was submitted to the State Duma. The document defines the goals of the creation and operation of technological platforms (in Russia, according to the authors of the project, there are 35 such platforms), tasks, principles of operation, and also the specifics of organizing the platforms’ activities.

 
 The draft law stipulates that an respective legal entity representing the platform’s interests acts on behalf of the technological platform. It is a coordinator organization or a secretariat created in the legal form of an association.

 
 The authors of the document claim that technology platforms in Russia, unlike the European model, are not built into the national innovation system and into the current managerial decision-making system in science and innovation. There is no regulation of technological platforms’ activities, the explanatory note says.

 
 To achieve these goals, a state register of Russian technological platforms (instead of their current list) will be created. The platforms will be included in the register when they submit an application and if they meet the requirements of the Russian government (including the requirements for the number of participants in the Russian technological platforms).

 
 The document also stipulates that a federal executive body that coordinates the activities of technological platforms and their interaction with executive bodies, other bodies and organizations will be chosen by the government of the Russian Federation. Denis Kuleshov, CEO of Sensor-Tech, demonstrated a brain implant designed to restore vision to blind people. According to him, Elvis technology connects the brain to video cameras and transmits the image to the brain directly.

 
 The implant is placed in the visual cortex of the brain and stimulates it with small currents. The band with two cameras, which capture the image and transmit it in real time to a microcomputer attached to the belt, acts as eyes. Sensor-Tech laboratory presented a brain implant for vision restoration

The Ministry of Digital Development, Communications and Mass Media and Rostec signed an agreement on granting 21.5 billion-ruble subsidy to the state corporation for the development of Russian 5G technology.

 
 According to the statement by Rostec, “the budget investments in the form of the asset contribution of the Russian Federation to Rostec will amount to 21.463 billion rubles by 2024. Financial support is provided to Rostec to develop a system project for the production of 5G/IMT-2020 equipment and ensuring its mass production”.

 
 The state corporation will organize co-financing of the project in a ratio of at least 1:1.

 
 It is planned to develop a comprehensive 5G solution, which includes both 5G base stations and a core network. For this purpose, Rostec is establishing technological cooperation between Russian companies with relevant expertise. Also, a production site for the mass production of equipment for 5G networks will be created in Russia.
