A single platform, the <a href="http://static.government.ru/media/files/TE9zT51MVjAWMp6xLtwgCG4ipvCg3JBt.pdf" target="_blank" rel="nofollow">document</a> on the creation of which was previously signed by the Prime Minister of the Russian Federation Mikhail Mishustin, will combine data on real estate and land, including information on rights and cadastral valuation, as well as spatial data.

 
 The government believes that thanks to the platform, the accuracy of the information in the unified state register of real estate will reach 95% by 2030. Currently, data on land, natural resources, forest, water and other objects are scattered due to the lack of "common digital services", the head of government said.

 
 Through 2024, the platform will be implemented in 20 regions. At the same time, the share of state services for cadastral registration and registration of rights to real estate in electronic form by this time should increase to 95%. It is planned to complete integration throughout the Russian Federation by 2030.

Sberbank and the Institute of Artificial Intelligence AIRI became the best in teaching AI at the international competition NetHack Challenge.

 
 They managed to build a hierarchy of skills that artificial intelligence must have to play NetHack (a role-playing computer game in the roguelike genre).

FAS to Assess Marketplaces Regarding Fair Access 

Russian copyright holders and Internet companies this year will sign a new anti-piracy memorandum. In the updated version of the document, there will be a measure to remove pirated sites from search results, in which the number of links containing illegal copies of films and TV series on one domain will exceed 100.

 
 The new version of the memorandum also provides for the fight against domain splices, which are used to return Internet pages to the same search positions from which they were removed. In this case, the measures imply protection mechanisms against the deletion of legitimate sites from the issuance.

 
 The action of the document is proposed to be extended not only to audiovisual content but also to other intellectual property, in addition to photographs. The new agreement will be valid for three years.

 
 The first version of the anti-piracy memorandum <a href="https://www.rbc.ru/rbcfreenews/5bdaf5329a79475d77c8a003" target="_blank" rel="nofollow">was signed</a> on November 1, 2018 by Yandex, VK Group (formerly Mail.ru Group) and Rambler Group. Rostelecom and VEB Ventures (part of VEB.RF) created a joint venture Atlas to build a new backbone fiber optic communication line TEA NEXT (New Generation Europe–Asia Transit). Its design capacity is 96 dark fibers, the warranty period for the cable is up to 2045, according to the representatives of Rostelecom’s press office.

 
 The fiber-optic communication line will connect the western and eastern borders of Russia with links to the largest cities and outlets to the Russia– Mongolia and Russia– China borders. Rostelecom experts say that the new communication line “will provide transit system capabilities that are not available in any of the existing landlines of this scale and quality.”

 
 Construction of the main segment of the line will begin in 2022. By 2025, Atlas plans to launch a set of services to lease physical backbone infrastructure. VEB Ventures believes that due to the creation of new infrastructure by 2030, about 30-35% of global Europe - Asia traffic will be able to go through Russia, <a href="https://www.kommersant.ru/doc/5118592" target="_blank" rel="nofollow">according</a> to Kommersant newspaper.

 
 The total investments will amount to approximately $650 million (about RUB 47.9 billion) by the end of 2025. Part of the funds will be provided by the authorized capital of the joint venture. Initially, each of the founders of Atlas will invest six billion rubles. Also, negotiations are underway to attract external investors, including foreign ones.

Rostelecom and VEB.RF Set up JV Atlas to Build a High-Speed Communication Line in Russia

Performance Group, a ready-made meal delivery service, plans to launch similar projects in the UK, Germany, the United States and the United Arab Emirates. The founder of the company Artur Zeleny notes that the launch of the first of them (in London) is scheduled for next March.

 
 About $10 million will be allocated for the launch of projects in Europe and the UAE. In the future, the services may be also launched in Israel and Asian countries. The delivery of ready-made meals abroad will be handled by a new company headquartered in Russia. A separate team will work in each new country.

Performance Group Plans to Go International in 2022

Around half of all Russian pilot projects of 5G practices were implemented in Moscow and the Moscow region. During the year, a 5G Demo Center began its work in the capital, while agreements on the opening of new industrial 5G polygons were signed here.

 
 The most notable Moscow-based 5G testing practices include the testing of innovative services and technologies in a fifth-generation communication network based on the city's 5G Demo Center. They were started by the Moscow Department of Information Technologies at the end of 2020. As of November 2021, several projects were tested, including a solution that allows visualizing and working with a BIM project in real time on a construction site.

 
 A project to create a multifunctional complex for drones based on computer vision algorithms and a wireless optical communication solution using FSO (Free Space Optics) technology, where a laser is used instead of radio frequencies for data transmission was also tested in Moscow.

 
 In September 2021, an agreement was signed on the creation of a 5G medical training ground on the basis of Botkin Hospital.

 “5G is one of the priorities for technological development in Moscow. Existing pilot projects show how 5G can help Muscovites make traffic safer, solve complex production problems and conduct remote medical consultations. But before introducing such solutions on a metropolitan scale, you need to make sure of their effectiveness. Therefore, since 2019, around 30 pilot sites for 5G testing have been opened in Moscow, 5 Demo centers are operating and industrial 5G test sites are being created, the first of which is being deployed on the basis of Botkin Hospital."

Half of Russian 5G Projects are Being Tested in the Moscow Region

The export of Russian software increased by almost 20% year-on-year in 2021, TASS reported citing the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko.

 
 Chernyshenko notes that at the moment a set of measures aimed at developing the industry is being implemented. In particular, “about 4 billion rubles are allocated annually in the form of grants to support IT projects and companies deploying digital solutions,” Chernyshenko added.

Cognitive Pilot Expands its Agricultural Drone Market to 12 Countries in 2021

In Russia, in the period from January to September, sales of smartphones with support for 5G networks increased 13 times in terms of individual purchases. In money terms, this indicator has increased 19 times, according to data from M.Video-Eldorado.

 
 In total, 1.8 million 5G smartphones were sold in the Russian market for $2 billion (150 billion rubles). According to the company, the demand for flagship device models has grown by 70% in units compared to last year. At the same time, retailer analysts do not believe that support for fifth-generation networks is a key criterion when choosing a smartphone. In their opinion, this takes into account the long-term nature of the demand for technology and the life of the device.

 
 Svyaznoy clarified that for 11 months of 2021, sales of smartphones with 5G in the retailer's network increased eight times in number and nine times in revenue. Most sales are recorded in the following cities: Moscow, St. Petersburg, Kazan, Krasnodar, Novosibirsk, Yekaterinburg, Sochi, Rostov-on-Don, Irkutsk and Tyumen.

Sales of 5G Smartphones in Russia Grew 13 times in First Nine Months of 2021

Sberbank, VK Group, Yandex, MTS, VTB, as well as other owners of large Russian ecosystems have become the main buyers of startups this year, according to a study by the Venture Barometer, in which more than 300 Russian-speaking representatives of the venture capital market took part. Their share of participation in such transactions was estimated at 22%, although last year it was 11%.

 
 89% of investors made new investments in 12 months, almost a third of them invested in ten or more startups. Last year, new investments attracted only 85% of survey participants, compared to 75% a year earlier.

 
 In the list of countries attractive for investment, according to the authors of the study, Russia dropped from third to fifth place, behind Israel and Great Britain.

 
 According to experts, in 2021, Russian ecosystems acquired startups due to increased competition, since each of them is increasing its presence in all areas of IT and innovation. According to the general director of the Moscow Innovation Agency Alexei Parabuchev, in the capital alone in ten months corporations have invested in startups almost twice as much as in the entire last year.

Several Moscow-based projects were included in the list of winners of the Technological Breakthrough Prize this year. They were awarded three nominations.

 
 In the nomination "Overcoming Barriers and Opening New Opportunities (Markets)" the best were medical exoskeletons from ExoAtlet, as well as the project of the NTI Competence Center based on Skoltech to develop standards for OpenRAN telecommunications equipment.

 
 The Botkin.AI AI platform for diagnostics and risk analysis of disease development using AI and the successful testing of the Seadrone rescue drone were awarded in the nomination “Project with the highest potential for use (including export)”.

 
 In the nomination "Breakthrough in the development of new materials and technologies" the best was the project of an interuniversity quantum network from the NTI Competence Center "Quantum Communications" based on NUST MISIS. In the same category, a software platform for developers of quantum algorithms from the NTI Competence Center based on Moscow State University was awarded.
