Remote Electronic Voting

description:

The remote electronic voting system allows users of the mos.ru portal to vote online at various stages of elections using a computer, tablet or smartphone, without having to go to the polling station. The voting procedure is the same as the regular voting procedure.

The security and privacy are ensured by technical means: blockchain, anonymizer and encryption keys. The server infrastructure is separated from the elements of the voting system, so even the system administrator is not able to match an anonymous user with personal account data. When the votes enter the anonymous zone, they are shuffled, the links to the ballots are assigned using random values.

The electronic voting system is adapted for special screen readers used by people with visual and motor impairments.

key indicators:
  • The project was launched in 2019
  • In September 2019, 10,200 voters used the electronic voting system during the elections to the Moscow City Duma
  • In July 2020, more than 1 million people took part in the electronic voting on amendments to the Constitution of the Russian Federation
  • In September 2021, the system was used during the elections of deputies of the State Duma of the Russian Federation and elections of regional and municipal authorities
  • In September 2022, the system was used in the elections of municipal deputies in Moscow
