the fourth annual monitoring of global digitalization trends. For the second
year in a row, artificial intelligence has been the most notable trend.

 
 Experts note
a steady growth in the visibility of the technology across all data sources - approximately
30% per year. With reference to the MIT study, the authors claim that the
development of AI is approaching its limit due to the limited computing power,
but this problem can be solved by using quantum computers.

 
 Several
promising technologies in AI highlighted by experts:

 
 Federated
learning - a machine learning technique on multiple decentralized edge devices
or servers with local data samples;

 
 Neural
architecture search - automation of neural networks training with minimal human
participation;

 
 Machine
reading comprehension - machine reading algorithms capable of reading and
understanding text and then answering questions about it.

 
 Also, the autonomous
vehicles trend has been growing rapidly over the past 5 years. Experts note a
significant growth in the market for technologies for autonomous vehicles (VW
Group and Ford collaboration for creating unmanned taxis and delivery, the
expansion of partnerships between Uber and Toyota, active investment by large
corporations in this area), etc. According to the authors of the study, the
main barriers to industrial use are infrastructure and regulation.

Rostelecom: AI is the main technology trend for the second year in a row

Liksutov, Head of the Moscow Department of Transport and Road Infrastructure
Development, announced the creation of a MaaS platform in the city - it will
combine different types of transport and allow users to choose the most
convenient route.

 
 According to
Liksutov, the mayor's office started to combine the parking payment service,
bicycle rental service, Citymobil taxi aggregator and Urent scooter rental service
into a mobile application. By the end of 2021, all city services and private
transport operators, Internet aggregators, bicycle and scooter rental services
will be connected to the application. Users will also be able to see the
congestion of metro and MCD lines, ground transport, paid parking facilities and
roads, the deputy mayor says.

A single application for all types of transport will appear in Moscow

In December,
the Moscow Region will start testing a system for autonomous driving in traffic.
Izvestia reports about this with reference to NP GLONASS.

 
 In
particular, by the end of the year, V2X equipment (on-board equipment, sensors
for receiving and transmitting data) of Fort Telecom, MVS Group, Kaspersky Lab,
Sreda Solutions, Keysight and FSUE NAMI will be tested. A unified technical
data transfer standard will be developed based on the results of the testing.

 
 “A unified
technical standard is needed to ensure the mutual exchange of information
between devices on vehicles produced in different countries. For instance,
Russian-made V2X devices must freely exchange data with the devices of a
German-made car, so that during driving in a Russian city the car will be able
to receive data about the traffic situation and the phases of traffic lights
switching”, - NP GLONASS explains.

 
 Experts also note
that the full implementation of the autonomous driving system is hampered by
the imperfection of road infrastructure and the lack of a legal framework.

 Saudi Arabia
<a target="_blank" href="https://ict.moscow/projects/ai/news/1178/">has revealed</a> its national AI strategy until 2030. The document was announced
during the Global AI Summit, which was held virtually on October 21-22. Over
the next 10 years, the country plans to invest more than $20 billion in this
area, train and attract more than 20 thousand specialists and create a
specialized ecosystem with more than 300 AI startups. Thus, Saudi Arabia seeks
to enter the top 15 countries in the world in terms of AI development and
application.

 
 In
October it <a target="_blank" href="https://www.hurriyetdailynews.com/turkey-to-reveal-artificial-intelligence-strategy-159189">was reported</a> that in the near future Turkey could also present its
national strategy on AI.

 
 In general, countries show high interest in
the technology. For example, at the beginning of the year, the EU <a target="_blank" href="https://ec.europa.eu/info/sites/info/files/commission-white-paper-artificial-intelligence-feb2020_en.pdf">presented</a> the
concept of an AI development approach. In September the United States and the
United Kingdom <a target="_blank" href="https://ict.moscow/projects/ai/news/1092/">signed</a> a declaration on cooperation in the field of AI, and in
October the United States <a target="_blank" href="https://ict.moscow/projects/ai/news/1156/">approved </a>a strategy for world leadership in the field
of emerging technologies, among which AI and neurointerfaces were named. The US
<a target="_blank" href="https://www.nationaldefensemagazine.org/articles/2020/10/30/china-threatens-us-primacy-in-artificial-intelligence">sees</a> China as its main competitor in this area, as China also plans to become
the world AI leader by 2030. Russia is also developing national AI initiatives:
at the end of August, the Concept of AI and Robotics Regulation <a target="_blank" href="https://ict.moscow/projects/ai/news/980/">was presented</a>.

October with an analysis of publications about the global experience in 5G
testing at 116 laboratory-type sites in 24 countries, including 10 Russian
sites. In terms of mentions, AI is in the top 3 among technologies with which
5G is being tested in the world:

Digest about AI in Russia: top news in October

Smart Ranking and TalentTech IT holding made a list of the top 45 Russian EdTech companies in the second quarter of 2020. The total revenue of the companies in the ranking for this period amounted to 6.2 billion rubles (equivalent to $80 million), which is 26.5% higher than in the previous quarter and 87% higher than in the second quarter of last year.

 
 At the end of the second quarter of 2020 the leader in the online education market changed. For the first time, in terms of revenue, the online university of modern professions <a href="https://skillbox.ru/" target="_blank">Skillbox</a> became the leader and surpassed <a href="https://skyeng.ru/" target="_blank">Skyeng</a> school of foreign languages - the leader of the 2018-2019 rankings. Experts explain that during the pandemic the interest in foreign languages ​​remained at the same level, while digital professions started to be perceived by people as a survival factor.

 
 In the digital professions training market companies have experienced growth. Skillbox grew by about 40% over the quarter, while <a href="https://geekbrains.ru/" target="_blank">Geekbrains</a> and the newcomer to the Top 10 <a href="https://practicum.yandex.com/" target="_blank">Yandex.Practicum</a> grew by about 60%. Geekbrains, for example, said it had had a 740% increase in the number of new students during the ‘covid period’ from mid-March to June 2020.

 
 At the same time, against the background of general growth, about a third of the rating participants experienced a slight drop in revenue compared to the first quarter of 2020. For some of them, this is a seasonal factor.

 
 Most of the top 45 companies claim that the interest from investors is growing. Some said they were in the process of negotiations. The companies also note the trend towards combining different forms of presenting educational information.

Moscow 5G Demo Center showed the first photos of its laboratory for solving urban problems

The Ministry of Transport of the Russian Federation plans to create a federal state information system for navigation on roads (FGIS NAD). The department has held a tender for 48 million rubles (equivalent to $17.4 million) to carry out research work, the results of which will become the basis of a new system. The Federal State Unitary Enterprise (FSUE), which is subordinate to the Ministry of Transport, will perform the work.

 
 According to the publication, the Ministry wants to combine the road IT services under its control into a unified framework, integrate them with constantly updated road maps and track the movement of vehicles using GLONASS. The system will be developed in 2021–2027.

 
 FGIS NAD will help to eliminate data duplication, verify the registers of transport infrastructure facilities, stations of internal affairs bodies and customs posts, border points, etc.

 
 Companies developing navigation maps and services will get free access to the system.

 
 According to Pavel Adylin, CEO of Artezio, the vector for development of digital navigation in Russia is determined by the services of Google and Yandex, but more competitive conditions must be created for the intensive development of such systems. To offer their own navigation solutions, IT companies must invest a lot in obtaining high-quality cartographic information and real-time data on traffic, and the simplified access to the data through the FGIS NAD will stimulate the creation of new software solutions that do not depend on commercial companies, the expert explains.

ICT.Moscow has expanded the functionality of the Russian-language knowledge base on artificial intelligence (AI).

 
 After updating, two new sections became available: an open catalog of solutions from Moscow developers and a daily updated news feed. The site also features the latest Russian and foreign AI practices (almost 700). In addition to news, solutions and practices, the portal publishes job vacancies, analytics, events, datasets for developers and other useful information.

 
 The goal of the project is to help find new ideas and scenarios for the use of artificial intelligence.&nbsp;

Moscow presented the prototype of the Russian online portal about artificial intelligence

<a target="_blank" href="https://ict.moscow/en/card/botkinai/">Botkin.AI</a> system for the analysis of medical images using artificial intelligence technologies from Intellogic company received a registration certificate from Roszdravnadzor and was admitted to circulation in the Russian market starting from November 3, 2020.

 
 According to the registration dossier, Botkin.AI was designed for visualization and processing of images of DICOM standard, which is used to output CT scan data, X-ray data and other studies’ data. The software kit includes the program itself, a registration key and an operation manual.

 
 Botkin.AI allows to analyze the data of CT scans of the lungs, mammography and radiography images for the detection and visualization of tumors and identifying non-oncological pathologies: emphysema, consolidations, fibrosis, cysts, as well as the ground-glass syndrome in the lungs and measuring the volume of lung damage, density of foci and their dynamics. The system is equipped with studies automatic classification function.

Botkin.AI became the first AI software for medical images analysis registered and admitted to circulation in the Russian market

Neural networks will recognize violations of traffic rules by drivers in Moscow

MTS announced the
sale of 100% of the system integrator NVision Group to its largest shareholder,
Sistema
PJSFC. The value of the deal is 401
million rubles. But the final value may be
adjusted depending on the revised financial results as of the date of deal closure, the operator stated in a press release.

 
 MTS sells NVision
Group’s systems integration assets, excluding those used in the development of the MTS’s product portfolio. MTS will also retain the FORIS BSS/OSS billing system that was earlier an asset of NVision Group.

 
 The mobile
operator acquired NVision Group from Sistema in 2015. Initially, it was
reported that the company would cost the operator up to 15 billion rubles.
However, MTS later indicated that it had paid 11.2 billion rubles for the asset.
