 Investors bought out a 5.5% stake, estimating the total cost of the company at $540,00 (40 million rubles). The proceeds are planned to be used to test the hypothesis about possible multiple reductions in operating costs through automation and the use of bots.

Moscow-based company Motorica, engaged in the development of functional upper limb prostheses, is creating a scientific and technical unit that will develop invasive (implantable) technologies. 

 
 In particular, Motorica pays attention to the problems of prostheses sensitivity. The company, together with the FEFU medical center and the Skoltech Center for Neurobiology and Neurorehabilitation, performed the first operation in Russia to implant electrodes into a peripheral nerve to establish a sensitive feedback loop of hand prostheses with the human nervous system.

 
 Based on the results of the first phase of practical research, the company intends to obtain data for the development of its own line of invasive electrodes and stimulants for use in prosthetics. Motorica plans to “significantly expand the company's activities and bring Russia to a leading position in the field of invasive technologies,” explained Ilya Chekh, General Director of Motorica.

Baikal processor developer Baikal Electronics plans to transfer the assembly of its processors to Russia.

 
 This involves the launch of packaging (installing a microcircuit in a case) at the GS Group plant in the Kaliningrad region. According to the CEO of Baikal Electronics Andrey Evdokimov, the launch is at the stage of piloting and technology development.

 
 Baikal Electronics develops integrated circuits and systems based on ARM and MIPS architectures. The microcircuits themselves are produced at the Taiwanese TSMC factory. Evdokimov clarified that "packaging is one of the technological processes that can be transferred to the territory of the country, thereby generating most of its added value within Russia."

 
 The company expects that assembly within the Russian Federation will be cheaper than at foreign factories, but no specific figures were given. In turn, the executive director of the Association of Developers and Manufacturers of Electronics Ivan Pokrovsky said that the process of switching chips (assembling a microcircuit) and packaging microcircuits sometimes determines up to 50% of the cost of production.

The Antimonopoly Regulation Department of the Eurasian Economic Commission (EEC) has revealed Yandex's dominant position in Russian advertising market in search display.

 
 EEC representatives also saw “signs of violations” of competition rules in Yandex's actions, including the following:

 <li>advantages for displaying information about your own services in "enriched responses" (search display widgets);</li>
 <li>the ability to refuse an advertiser to display his offer in search results due to the ad block of services and products of Yandex itself;</li>

 The Commission believes that Yandex's actions may lead to restriction of competition and infringement of the interests of others.  Yaroslav Babin, Head of Application Security Analysis Department, clarified that "now in Russia such system doesn't exist, while separate bug bounties from Russian companies are posted on the international platform HackerOne."

 
 The programs, according to the developers, are planned to be carried out both in the traditional format, when the customer pays he discovered vulnerabilities and in the new one, forming a register of unacceptable events, with payment being made for a chain of attacks that would lead to unacceptable damage to the company.

Positive Technologies to Launch a Bug Bounty Platform for Russian Companies 

The compulsory health insurance policy (MHI) will go digital from next year. This was announced by the Minister of Health of the Russian Federation Mikhail Murashko.

 
 "From 2022, citizens will be able to abandon a paper-based medical insurance policy in favor of a register entry in the system of the federal CHI fund," said the head of the Ministry of Health.

Ministry of Health Plans to Digitalize Compulsory Medical Insurance in 2022

By the end of this year, the Bank of Russia plans to conduct a “calibration survey” of banks with a universal license for their readiness to apply the new rules for regulating ecosystems.

 
 For calculations, the regulator intends to apply new parameters for regulating banks' investments in non-financial and non-core assets - “assessment of immobilized assets (IA) on the balance sheets of banks, calculation of immobilization ratios for different groups of their assets, as well as the risk-sensitive limit (RFL) for each player”.

 
 The Central Bank clarified that they still intend to divide the immobilized assets (IA) of banks into three groups according to the degree of risk. At the same time, the regulator agreed to soften some of the criteria for assigning assets to a particular group:

<ul>
 <li>Non-core collateral for problem loans can be kept on the balance sheet for five years instead of three;</li>
 <li>"Redundant" offices, IT infrastructure can be excluded from the calculation of the risk-sensitive limit;</li>
 <li>A softer approach will be applied to transactions of equity participation of banks, which are of "high importance for the economic development of the country".</li>
</ul>

 
 The Central Bank also agreed to calculate the deduction from capital at the risk-sensitive limit differently. Less risky non-core assets will fall under it, which means that they will be “cheaper” in terms of pressure on banks' own funds.

 
 After completing the survey, the Central Bank will determine the threshold of the risk-sensitive limit for banks, as well as the value of the immobilization ratios. This will happen in the first half of 2022.

Bank of Russia May Soften the Approach to Ecosystem Regulation

MegaFon has released its<a href="https://corp.megafon.ru/ai/document/12192/file/MEGAFON_2021_Q3_IFRS_FS_RUS.pdf" target="_blank" rel="nofollow"> financial results</a> for the third quarter of 2021. The telecom operator increased its revenue by 6.2% year-on-year to $1.2 billion (91.8 billion rubles) in the third quarter of 2021.

 
 The company's net profit increased by 3.3%, reaching $180 million (13.5 billion rubles). Net debt decreased by $208 million (15.6 billion rubles) to $3.8 billion (286.3 billion rubles). 

 
 Revenue from the provision of services increased by 4.6%, while the sale of equipment soared by 20.3%. In total, service revenue accounted for $1.08 billion (81.7 billion rubles). The main factors of positive dynamics are the growth of revenue from data transmission, content services, as well as analytical services using big data and ICT projects.

Moscow approved the testing of public and private driverless vehicles, including taxis, on 140 streets. On 18 of the chosen streets, as well as on the territory of the Skolkovo center, unmanned vehicles will be able to travel with passengers and luggage.

The Ministry of Education of the Russian Federation will form a list of educational online services that will be used in the implementation of state-accredited educational programs. This follows from the bill "On Amendments to the Federal Law On Education in the Russian Federation", in the discussion of which representatives of <a href="https://ict.moscow/en/cards/?tags=Yandex" target="_blank" rel="nofollow">Yandex </a>took part.

 
 According to the amendments, from September 1, 2022, schools and institutions of secondary vocational education (SVE) will have to use in their work electronic educational resources included in the federal register. In addition, when implementing educational programs using e-learning and distance learning technologies, institutions will be obliged to use resources containing electronic teaching materials.

 
 If in the course of e-learning it is envisaged to process personal data of schoolchildren and students of secondary vocational education, the educational organization must create conditions "for the functioning of the electronic information and educational environment, which is a state information system (GIS)."

 
 Thus, the responsibility for the personal data of pupils and students lies with the state. To process the personal data of students in the course of e-learning, they will use the My School platform, which is now being experimentally developed by the Ministry of Education.

The Skyeng language school will buy 25% of the Qmarketing Academy educational platform, and within a year it plans to increase its share to 100%, but the exact terms have not been determined.

 
 The parties do not disclose the terms of the deal and the final shares. According to the sources of Kommersant newspaper, "the assessment of 100% of the company could have amounted to 1-1.3 of the revenue of Qmarketing Academy, that is, taking into account the current indicators of 200-250 million rubles."

 
 According to the co-founder of Skyeng Khariton Matveyev, the acquisition of Qmarketing Academy will allow the online school to expand its presence in the segment of additional professional education. At the same time, the showcase and brand of Qmarketing Academy will remain, but Skyeng courses will be integrated into the program of the Skypro online university of digital professions.

Cian PLC, the developer of an online real estate ad platform Cian, reported revenue growth to $20.7 million (1.56 billion rubles) in the third quarter of 2021, an increase of 44% year-on-year.

 
 Net loss increased to $3.9 million (299 million rubles), while last year's figure was $3.1 million (240 million rubles). Revenues for Cian's core business, which includes online advertising and ad placement, reached $19.5 million (1.47 billion rubles), up 41% year-on-year. Operating expenses in the third quarter increased by 41% to $24.4 million (1.84 billion).

Yandex Plans to Introduce Access to its Services via ESIA

State Commission on Radio Frequencies (GRFC) at a meeting in late November may consider increasing the permissible power of radio electronic devices in the 6 GHz band. The corresponding request was received from Apple Russia. The relevant departments, including the security agencies, expressed positive opinions regarding the company’s request.

 
 The increase in power is required by Apple to use the UWB (Ultra Wideband) short-range communication technology available on iPhone 11, 12, and 13. The technology allows UWB devices to identify the location relative to each other. Apple AirTags use UWB along with Bluetooth to help find lost items. UWB is also used in Samsung smartphones, so a positive decision of the Commission will enable other manufacturers to use this technology.

 
 Apple has been trying to get UWB frequencies in Russia since 2019. TGRFC refused because of radio locators using these frequencies, but a year later the Ministry for Digital Development <a href="https://www.interfax.ru/russia/738309" target="_blank" rel="nofollow">reported </a>that Apple had received a license to test UWB.

Moscow Ranked World's 2nd Most Innovative Hub in ESG Fields

Equipment manufacturer Nokia and Russian storage systems manufacturer <a href="https://yadro.com/en" target="_blank" rel="nofollow">Yadro</a> (part of X-Holding) intend to create a joint venture for the production of 4G and 5G base stations.

 
 The controlling stake (51%) in the JV will be owned by Yadro, while the remaining 49% will go to Nokia. The agreement implies transferring production processes to the local capacities of a domestic manufacturer, transferring licenses for Nokia's software, as well as creating an R&D center for the preparation of 4G and 5G equipment lines and the construction of corporate networks.

 
 A Yadro's spokesman confirmed the signing of an agreement of intent to establish a JV. Nokia said that the partnership is aimed, among other things, at joint work "on the regulatory framework in the field of localization." Production will be opened at the Yadro plant under construction in Dubna (Moscow region). Construction work will begin in December 2021.

 
 The Ministry of Industry and Trade has estimated the domestic market of telecommunications equipment for public procurement at $2.2 billion (168 billion rubles), of which Russian manufacturers account for 21%, the total market volume being more than $5.3 billion (400 billion rubles).

1C Company Acquires Controlling Stake at the Accounting Service AK 

The Ministry of Economic Development of Russia has developed a support plan for technology startups, which implies state support at all stages, from the idea to the first public sale of shares.

 
 The first startups are expected go public in 2023, and by 2024 their number will be at least 30. To achieve the goals, the ministry identified three main stages in the formation of a technology company:

<ul>
 <li>the first stage is mass pre-acceleration (from idea to first sales) and acceleration, when the startup starts generating revenue;</li>
 <li>the second stage is the development of mature startups with revenues of $667,500 (50 million rubles) or more;</li>
 <li>the third stage is to support a stable business with revenues from $6.7 million (500 million rubles).</li>
</ul>

 
 As part of the proposed support measures, it is planned to reimburse investors up to 50% of their investments in the project, as well as give soft loans to small and medium-sized innovative companies, grants for product development, and subsidies to companies up to 50% to compensate for IPO costs.

 
 The government-approved "Takeoff - From Startup to IPO" Initiative will begin in 2022 and end in 2030.
