 The overwhelming majority of calls were made within the Russian service area. In addition to Moscow, the calls in the metro most often were made in Krasnodar region, St. Petersburg and Dagestan, with 7% of them to CIS countries and 3% of calls to non-CIS countries.

 
 The average duration of calls from the metro within the Russian Federation was one and a half minutes and 35 seconds to foreign countries. Most often, metro passengers call abroad from the center of Moscow, at the Teatralnaya, Biblioeka Lenina and Tretyakovskaya stations.

The Ministry of Economy has developed <a href="https://regulation.gov.ru/projects#npa=122564" target="_blank" rel="nofollow">amendments</a> to the law on communications, which will allow telecom operators, with the consent of customers, to transfer information about their connections, traffic and payments to a third party.

 
 The ministry believes that the transfer of data, for example, to a bank will help fighting fraudsters. It also proposed transfering data on settlements of customers with the operator to banks for credit scoring (a system for assessing a person's creditworthiness). At the same time, the authors of the amendments suggest that the data may be of interest to tourist services to inform vacationers about events in the region.

As of now, operators can transfer information about subscribers, which falls under the secret of communication, only through the courts. The concept of "communication secrecy" means the content of calls and correspondence, the names of customers and information about the connections, including the duration and cost.

MTS Reports Revenue Growth of 8.4% in Q3 2021

Russia's largest telecom operator MTS intends to sell its tower business to an independent operator. "Active negotiations" are already underway, the closing of the deal is expected in the first half of 2022, said the president of MTS Vyacheslav Nikolaev.

 
 Now the allocation of the relevant infrastructure in a separate company, Tower Infrastructure Company, continues.

 
 “We have been doing this business for a long time as a telecommunications legacy. Once it made sense and worked well. Now we have other priorities,” Nikolayev explained.

 
 MTS does not disclose potential buyers, but, according to Kommersant's sources, there are two main contenders for this asset: Service-Telecom and Kismet Capital Group.

 
 MTS plans to conduct an auction among buyers this year. The operator's tower portfolio is estimated at $1.2-1.3 billion (90-100 billion rubles). According to Nikolayev, now the MTS portfolio includes around 23 thousand antenna mast structures, being largest on the market.

The ministry plans to reduce the number of fraudulent calls by 50% by the end of next year, as well as block up to 80% of fraudulent resources within 24 hours.

CDM service KonnektU Raises $1.6 Million 

Russian telecom giant <a href="https://ict.moscow/en/cards/?tags=MTS" target="_blank" rel="nofollow">MTS </a>has chosen projects from MTS StartUp Hub incubator for integration into the infrastructure of the company's retail network. Among them are the solutions by Moscow startups, a platform for the provision of devices for rent by subscription Arenter as well as a contactless payment service Briskly.

 
 MTS will spend up to $6,755 (500 thousand rubles) on the pilot implementation of each solution, with projects being tested in MTS showrooms and online store by the end of the year. The decision for scaling might come after the pilot testing.

 
 Overall, the incubator has received 154 applications from international teams for its “Innovations in Retail” track. Other participants include an online platform for second-hand devices <a href="https://greatsteve.ru/" target="_blank" rel="nofollow">Greatsteve </a>as well as a platform for automation and control in sales planning in stores <a href="https://heado.ru/" target="_blank" rel="nofollow">Heado</a>.

MTS to Test Retail Solutions by Moscow Startups Arenter and Briskly 

<a href="https://ict.moscow/en/cards/?tags=MTS" target="_blank" rel="nofollow">MTS</a>, a Russian telecom giant, <a href="https://ict.moscow/static/26da8203-a475-5d14-b445-be0fb9431a56.pdf" target="_blank" rel="nofollow">plans</a> to restructure the company, with its tower and digital assets separating into separate legal entities.

 
 According to the company’s CEO Vyacheslav Nikolaev, such a decision will make the assets more approachable for investors and increase the efficiency of the management structure.

 
 One of the companies will be called MTS WEB Services, the company specified. It will include the existing divisions of the MTS’ cloud and network infrastructure as well as data centers. This subsidiary will also receive radio subsystems, a transport-switching network, fixed-line resources, and more. The staff will be 9.5 thousand people. MTS will remain the holder of the licenses for the use of frequencies.

 
 MTS expects the allocation of assets to be completed by early 2022, provided that the decision is approved at the meeting of shareholders.

 On August 2, Russian regulator <a href="https://ict.moscow/en/news/telecoms-in-russia-get-10-year-lte-license-renewal-with-new-requirements/" target="_blank" rel="nofollow">prolonged</a> the current permits to use the frequencies or LTE networks for another 10 years term, provided that operators will install only Russian-made equipment in LTE networks. MTS expressed its willingness to purchase the competitive Russian equipment with the required characteristics, quality, and prices.

MTS to Make its Tower and Digital Assets Separate Legal Entities

On August 2, <a href="https://www.grfc.ru/grfc/eng/" target="_blank" rel="nofollow">the General Radio Frequency Centre (GRFC)</a>, a Russian regulatory body, prolonged the current permits to use the frequencies of 700 MHz, 800 MHz, and 2.5-2.7 GHz for LTE networks for another 10 years term, RBC reports.

 
 According to Newspaper’s sources, the decision contains a number of requirements for telecoms companies:

<ul>
 <li>starting from 2023, they will have to use only equipment included in the register of Russian electronic products and software from the register of domestic software in the construction of LTE networks;</li>
 <li>by September 8, 2024, they must provide LTE coverage in 100% of localities with a population of more than 1,000 people;</li>
 <li>by September 8, 2031, they must cover 99.9% of federal roads with LTE networks.</li>
</ul>

 
 Telecoms operators also told RBC about the repercussions of such measures. For instance, operator MegaFon clarified that the company already "prioritizes the provision of LTE not only in large cities but their environs as well". However, in order to fulfill such conditions, the company will have to invest in digitalization of the most remote regions and sections of federal highways, where building 4G infrastructure is costly. According to the operator's forecasts, the amount of investments to cover these areas with LTE is estimated at $1.3 billion (100 billion rubles).

 
 MTS expressed its willingness to purchase the "competitive Russian equipment with the required characteristics, quality, and prices" in accordance with the requirements from GRFC.

 
 Tele 2 Russia of T2 RTK Holding (a subsidiary of Rostelecom, which operates under the Tele2 brand) will have to evaluate future investments after an additional assessment. Earlier, the company <a href="https://ict.moscow/en/news/tele2-wants-officials-to-ease-requirements-for-lte-license-renewal/" target="_blank" rel="nofollow">expressed </a>its position on the matter, according to which new requirements for LTE equipment should only apply to new construction, without rebuilding all existing networks.

 
 At the time of this writing, the official document from the <a href="https://digital.gov.ru/ru/documents/?department=43-7" target="_blank" rel="nofollow">GRFC</a> has not been released yet.

 From October 1 to October 6, 2021, for the first time, Moscow holds the finals of the International Collegiate Programming Contest (ICPC).

 
 More than 60,000 student programmers from more than 3,000 universities from up to 115 countries participate in qualifying rounds each year, and only the best of them reach the finals.

 
 The upcoming final will feature 100 teams with 15 from Russian teams, including five from Moscow. These are students of MIPT, Lomonosov Moscow State University, HSE, National Research Nuclear University MEPhI, and Moscow Aviation Institute.

 
 The current champion is the Moscow team, which won two consecutive years. Last year, due to the pandemic, the final was not held, and in 2019 it was held in Porto (Portugal), 10 Russian teams took part in it, including three from Moscow.

 Starting from September 15, Moscow city authorities plan to double the number of Moscow Metro stations with Face Pay system and by October 15 the system should work on all stations.

 
 As for the beginning of September, 15 thousand people have already submitted their biometric data. The system allows writing off funds from a bank card account, as well as from the Troika electronic card.  Starting from September 15, Moscow city authorities plan to double the number of Moscow Metro stations with Face Pay system and by October 15 the system should work on all stations.

 
 As for the beginning of September, 15 thousand people have already submitted their biometric data. The system allows writing off funds from a bank card account, as well as from the Troika electronic card. The turnstiles that support the new technology are marked with a round black sticker on the floor.

In May, the American organization CNA (Center For Naval Analyses) <a href="https://www.cna.org/CNA_files/centers/CNA/sppp/rsp/russia-ai/Russia-Artificial-Intelligence-Autonomy-Putin-Military.pdf" target="_blank">published </a>a report "Artificial Intelligence and Autonomy in Russia", which provides a comprehensive overview of the current state of civilian and military artificial intelligence in Russia.

 
 ICT.Moscow discussed the report and the specifics of the industry with a lead expert <a href="https://www.linkedin.com/in/igorpivovarov" target="_blank" rel="nofollow">Igor Pivovarov</a>, chief analyst at the MIPT Center for Artificial Intelligence, creator of analytical report "<a href="https://aireport.ru/en" target="_blank" rel="nofollow">Almanac Artificial Intelligence</a>", organizer of the OpenTalks.AI conference, researcher and entrepreneur. He shared his insight on how foreign actors view AI in Russia, talked about the problems of this industry and possible ways to overcome them, the impact of the pandemic on the demand for technologies and the entry of Russian AI into foreign markets.  WHAT THE CNA REPORT OVERLOOKED

 
 The study more or less clearly and accurately describes the state of affairs in Russia. Among the essential factors, the authors point out insufficient funding. They also note that in Russia the state is a major actor in the field of AI. I disagree with this point in particular, but they are right that some state-owned companies play a big role. Globally, the market is a driving force for AI technologies, because it is a matter of competition between companies, as well as their survival and business profitability. In Russia, the market is much less competitive.

 
 On the other hand, they did not write at all about Yandex, which in my opinion is the number one company in AI, a trendsetter and a global leader in certain technological areas. The authors conclude that the main dynamics and vectors of development in AI are set by large state-owned companies, primarily Sberbank. Yes, Sberbank is a key driver in AI regulation, but we also have a lot of private companies that are engaged in and apply these technologies. All that was largely overlooked. AI EDUCATION IN RUSSIA

 
 Another roadblock that the report touches upon is the brain drain. Russia holds high standards for education, but we don't know how to keep specialists from leaving the country. I was involved in the development of the national AI strategy and If I were to decide where to spend all the money, I would spend everything on education. I realized that education is Russia's key strategic advantage, but its potential hasn’t been achieved yet.

 
 In Russia, we have a fundamentally different educational system as compared to those in the West. Ours was built this way because of the state-planned economy we had in the past, which distributed a specific number of physicists, engineers, nuclear scientists, etc., annually. It turns out that we are initially stronger in fundamental education, but we lose in terms of the speed of adjusting today's educational programs to present-day needs

 According to the new<a href="https://pages.coursera-for-business.org/rs/748-MIV-116/images/coursera-global-skills-report-2021.pdf" target="_blank"> Global Skills Report 2021</a> made by the educational online platform Coursera, Russia ranks 9th in the world in terms of competencies in business, technology and data science. Russian specialists demonstrate exceptionally high results in the field of computer programming, working with databases and web development. Last year, Russia was the country with the highest level of technology skills.

 RUSSIA ON THE AI WORLD MAP

 
 I'm afraid there are two reasons why Russian AI startups aren't considerably visible abroad. First of all, objectively, Russia isn’t up front in this field. The AI ​​market here in 2019 was estimated at 291.5 billion rubles ($3.8 billion), which is approximately 2% of the world market. There are around 500 companies on the Russian AI map, and about 250 of them are startups, compared to about 5,000 AI startups in the world.

 
 There is one more thing. Historically, Russian science mostly dealt with fundamental things, which often don’t even have any applied value. One of the most cited Russians in AI is Dmitry Vetrov. His <a href="https://bayesgroup.ru/about/" target="_blank">team </a>is engaged in deep mathematics in the field of neural networks. They make Bayesian ensembles, and they are broadly cited in academia. The media won’t cover their accomplishments, because they are doing something that lies much deeper than practical application. In the future, based on their results, developers will make neural networks with practical applications. In this sense, I have high hopes for our businesses. Yandex can offer a lot of great things for the media to write about.

 WHAT CHANGED AFTER THE PANDEMIC

 
 We have not yet published the data on the growth of the AI market in 2020, but over the year the market has grown significantly, both in Russia and abroad, precisely because of COVID-19. The pandemic has pushed mainly online services, and AI was a key factor. It has had an impact on healthcare, diagnostics as machine learning helps to classify images and react to them faster, predict what will happen next and shape the situation. In this sense, AI turned out to be in great demand, although it seems to me that it still has difficulties finding its way into healthcare. The medical community is too cautious and has very tough regulators.

 
 

 
 AI IN HEALTHCARE 

 
 There are three big problems with AI in healthcare in Russia. One of them is data, which is complex, unstructured, erroneous, and personal. Everything is complicated there. Another big problem is certification. It is not very clear how to certify something that does not have a clear order of action or an algorithm. In Covid times, everyone simply had to close their eyes on this in order to get the result. In peacetime, the problem takes years to be solved.

 
 The third problem is specific to Russia and generally very complex, which most of our companies have not even reached yet, but will soon: the payment problem. In this country, as in the rest of the world, everything is paid for through healthcare insurance, or compulsory medical insurance, in particular. The introduction of a new product for healthcare payment is always a difficult thing. The rest of the world at least knows how to deal with it, but in Russia, no one really knows. In this regard, I would say that the market is, in fact, too dependent on state policies. Something needs to be done to enable private companies to develop, while the state should become a transparent, fast and reliable buyer of services.

 
 

 
 GLOBAL THINKING

 
 Many Russian companies understand the need to become international, but selling abroad is not easy. To do this, you need to make a product that is competitive internationally, and for this, you need a general understanding of how to make such products. Overall, we have cases, we know that it’s possible. For example, we have the Prisma app that became quite popular globally. So, Russians are able to make good world-class products.

 
 There’s also a certain psychological factor, not only in Russia but all over the world. The Chinese look at China first, the Americans look at America. Only rare countries such as Israel understand that there is no one to sell to domestically. In Russia, people look at the Russian market primarily.

 
 

 
 MAKING RUSSIAN STARTUPS VISIBLE

 
 I do not see any particular difficulties for Russian companies to enter the international market. On the other hand, today's world is highly politicized, and, conventionally, when Huawei sells its cloud all over the world, people view it politically. I know for a fact that some of the biggest, high-profile international companies use Russian solutions, but they don't really want to be public about it, since, apparently, this carries certain political risks for them. It’s quite possible that there are much more of such cases than we know of.

 
 Grigory Sapunov's company Intento is a good example of an international company. It’s an American startup made by Russians, an aggregator of cloud APIs. It offers customers its API and internally mounts it on the API of different clouds. Intento shows exceptional growth in America, and its service is popular among big companies. So we can see positive cases and let's hope there will be more of them every year.

According to McKinsey’s “Urban Transportation Systems of 25 Global Cities” report, Moscow is ranked first for its transport efficiency, with Shenzhen, and Singapore behind. Russia’s capital city has high public-transport efficiency, ranking first in the subcategory as well.

 
 Analysts highly regarded the level of electronic transport services in Moscow, including the development of transport mobile applications and the availability of Wi-Fi. According to this indicator, the Russian capital ranks third, behind only Madrid and Hong Kong.

 
 The Russian capital has secured a top ranking in improvement in several subgroups, including rail transport (where it ranks fifth), shared transport (sixth), and external connectivity (first). In addition, the city was ranked sixth in transport availability index and the second among the leading cities with top improvements in transport availability.

 
 Since 2018, Moscow has implemented several large-scale projects designed to upgrade its airport infrastructure. For example, Domodedovo has become Russia’s first airport to deploy baggage storage robotization systems and automated turnstiles; the air haven is currently testing a face recognition system.

 
 McKinsey’s “Urban Transportation Systems of 25 global cities” selected 25 cities for global ranking using five separate metrics: "availability", "affordability", "efficiency", "convenience", as well as "safety and sustainable development". In order to be included in the report, the population of the city must exceed five million people, with GRP per capita more than $10,000 and the number of cars more than 150 per 1,000 people.

 In November 2020, Moscow authorities <a href="https://transport.mos.ru/en/news/104216" target="_blank" rel="nofollow">announced</a> plans to launch a MaaS-platform (Mobility-as-a-Service) in the city.
