The Ministry of economic development summed up the results of the annual monitoring of the quality of state and municipal services in electronic form, including the rating of Russian regions. This is reported by D-Russia.ru.

 
 The top five subjects that showed the best results were Moscow, the Moscow region, the Rostov region, the Tula region and the Udmurt Republic.

 
 In total, during the 2019 monitoring, 1,336 priority services provided in 85 regions of the Russian Federation were studied. Experts assessed the completeness of information about the procedure for providing services and their compliance with administrative regulations or other regulatory legal acts, the possibility of submitting an application for the provision of services in electronic form and receiving feedback from the Department, the availability of authorities via telephone channels, etc.

 
 The list of regional and municipal services that were monitored included services that were subject to priority optimization in accordance with the Concept of developing mechanisms for providing state and municipal services in electronic form, provided by Executive authorities of the subjects of the Russian Federation and local governments, published on the Unified portal of public services and on regional portals of state and municipal services.

The magazine fDI Intelligence and the The Next Web compiled the Tech Cities of the Future 2020/2021 ranking survey for the first time this year.  This year, Moscow was ranked 18th and jumped to 10th place in the Startup Environment, one of the survey’s five categories.

Digital Leader, PwC Russia, IDC, and CROC have conducted a joint research to find out which technologies will have the greatest influence on the Russian business sector and job market by 2030. The research indicates that Artificial Intelligence &amp; Machine Learning (AI&amp;ML) will cause the most dramatic changes within Russian companies, followed closely by Internet of Things (IoT) and Robotic Process Automation (RPA). In 10 years, more than half of employees in Russia will be working remotely. Moreover, 89% of respondents claim that up to 50% of jobs will be replaced by robots and AI, primarily call center agents, salespersons, cashiers, consultants, accountants, drivers, machine operators, and secretaries. However, Russia will need IT specialists, engineers, doctors, bioengineers, geneticists, data analysts, cybersecurity specialists, as well as psychologists and teachers. Most respondents graded Russian business digitalization as ‘satisfactory’.

 
 Respondents graded current Russian business digitalization and innovation development at 3.2 out of 5 stars, claiming that the finance, retail and FMCG, telecom, and mass media and entertainment sectors are most successful in this area.

 
 Research participants were asked to assess various innovation adoption obstacles on the scale of 0 to 5. Inflexible and slow business processes turned out to be the main obstacle to digital transformation both today and over the coming 10 years, being awarded 3.77 and 2.83 stars, respectively.

 
 Lack of digitalization budgets is also hindering this process (3.62 points) and will continue to do so over the coming years (2.76 points). By 2030, regulations will become yet another obstacle to innovation (2.72 points).

 
 Most respondents believe that, over the next 10 years, AI&amp;ML will influence business the most (4.42 out of 5 points), saying that Russia will have an AI tax or license and a marketplace for AI models by 2030.

But the messenger lacks WeChat functions (payment for services, making appointments and ordering online) and user identification, the members of the technopark explained. “It could be great if admins gave descriptions to contacts within a particular community (nowadays many people use nicknames and it is difficult to understand who is who). It is also a good idea to collect all polls in one place in chat (it is inconvenient to scroll through the feed to find the necessary poll)”, - the representatives of technopark’s PR department added.

At the entrance, a biometric system recognizes client’s face, the mobile app shows congestion in the bank department, and all documents are signed and stored on a smartphone.

 
 Shiva AI, a service that helps to selects real estate for investment, used artificial intelligence and predicted changes in the prices of apartments in several areas compared to other areas within 10-year period. To do this, AI algorithms compare identical pairs of apartments in different locations, summarize margins for each of them and calculate prices. 

 
 ABBYY <a target="_blank" href="https://ict.moscow/news/abbyy-opublikovala-svoiu-biblioteku-mashinnogo-obucheniia/">launched</a> its open-source machine learning library. The company decided to launch an open-source library to follow the world open-source trends and due to the increase in investment in such projects. The library supports С++, Java and Objective C. The neural networks models of the library support up to 100 layer types, and for traditional machine learning over 20 algorithms are available.

 
 According to NRU HSE <a target="_blank" href="https://ict.moscow/research/bolshie-dannye-v-promyshlennosti-i-it-otrasli">survey,</a> 36% of industrial enterprises have already implemented the technologies for collecting, processing and analyzing big data. Another 18.5% of organizations plan to implement them in the near future. 44.6% of IT companies are developing solutions based on the technologies for collecting, processing and analyzing big data.

 Earlier, we found out how Telegram would develop after abandoning TON and whether it was necessary to stimulate the independent development of Facebook, LinkedIn and Skype analogs. Then 54% of respondents answered that nothing would change, and 8% supposed that the messenger would be closed.

 
 Later, Pavel Durov <a target="_blank" href="https://thebell.io/pavel-durov-prigrozil-facebook-sudom">called</a> on users to collect fraudulent advertisements on Facebook that used his name, and also <a target="_blank" href="https://thebell.io/durov-obrushilsya-na-apple-i-google-za-bezumnye-komissii">criticized</a> Apple and Google for charging commission from in-app purchases.

Research: 36% of industrial enterprises use big data technologies

Alfa-Bank opened a "branch of the future" with biometric system in Moscow. If the client gives consent for the use of facial recognition, the system determines his identity when he enters the branch and transfers information to the bank employee: full name, which services the client uses, what he may be interested in, etc. The accuracy of facial recognition system is 98%.

 
 The branch also doesn't use paper - all documents are signed and stored on a smartphone. Moreover, it is possible to get information about the congestion in the bank office and choose preferred time for your visit.

 
 The technology and office space options were being tested for four months.

 
 The branch was opened in Maroseyka Street, 10/1, in the summer the bank plans to open two more branches - in Kuznetsky Most and near "Technopark", and in the fall - to begin scaling up the project to other 525 offices in Russia. The upgrading process will take two years.

Positive Technologies presented a report on cyber attacks for the first quarter of the year. The number of attacks has grown by 22.5% compared to Q4 of 2019. Around 13% of all phishing e-mails were related to COVID-19. The percentage of attacks aimed at individuals was 14%.

 
 According to analysts, the number of attacks on remote workers will increase in the future. The companies can face increased attempts to hack corporate accounts and exploitation of vulnerabilities in remote access systems.

Research: the number of cyber attacks increased by 22.5% in Q1

The Ministry of Economic Development of the Russian Federation identified a list of specific projects that will be tested in “regulatory sandboxes”. “Izvestiya” reported that the Ministry had sent the relevant draft legislation to the concerned departments for approval.

 
 According to the newspaper, the list includes six initiatives which will be launched in 2021. The list includes the following innovations:

 <li>remote conclusion of an agreement on the provision of cellular mobile services;</li>
</ul>

 <li>“smart hotel” with automatic guests registration;</li>

</ul>

 <li>&nbsp;autonomous driving system;</li>
</ul>

<ul>
 <li>provision of medical care using telemedicine.</li>

 The Ministry proposes to test in the regulatory sandboxes the service for protecting subscribers from fraudulent calls - “Voice Antifraud” from MTS. The service will detect fraudulent calls, create a base of fraudsters’ phone numbers using BigData and machine learning and deliver this information to banks.

 
 Also, the Ministry proposes to allow to conclude agreements on the provision of cellular mobile services remotely without visiting the office as an experiment.

 
 Moreover, a “smart hotel” will be tested within the framework of regulatory sandboxes. It is a solution for automating hotel stays and does not require physical presence of staff. The guest's stay in the hotel will be serviced by automated processes: room management center in a smart speaker, facial recognition for opening doors, navigation with VR.

 
 Together with the Russian Foundation for Advanced Research Projects the Ministry plans to launch a service for the delivery of goods up to 500 kg using drones.

 
 Autonomous taxi developed by Yandex will also be tested in the regulatory sandboxes. The experiment will be carried out in Moscow, the Moscow region, Tatarstan and Krasnodar Krai.

 
 The Ministry of Economic Development of the Russian Federation also plans to legally formalize Telemedicine and allow to make a diagnosis and prescribe treatment remotely. It is planned to be done on the basis of the network of private medical clinics “Medsi”.

This refers to CEO, CTO and founders of IT companies. Most Russian-speaking IT entrepreneurs graduated from Lomonosov Moscow State University. The most common professional competences are as follows: project management (18%), startups (17%), software development (15%), business development (13%) and management (11%).
