segment, after the declaration was signed. Executives and managers of AI companies have a rather positive view of the declaration: such alliances stimulate research
and promote development, which has a positive impact on the market. The authors of the
Russian Concept for the Regulation of AI and Robotics note that this is not the first document of such kind, and Russia should also
engage in similar cross-country partnerships.

 
 According to <a target="_blank" href="https://t.me/ict_moscow_ai/1112">preliminary data</a> of the poll in the telegram-feed, more than one third of the respondents believe
that the signing of the declaration between the United States and the

to road safety control.
In the first half of September, the testing of an autonomous air monitoring system
for road safety was <a target="_blank" href="https://t.me/ict_moscow_ai/1040">launched</a>. Within six months, the drones will fly over the
M-4 Don highway under the control of the operator, and then the system
will operate
autonomously.

 
 Glonass-BDD <a target="_blank" href="https://t.me/ict_moscow_ai/1061">uses</a>&nbsp;computer vision technologies for other tasks,
in particular, for
digitizing Russian roads. By analyzing the data from the driving video recorders, the system evaluates various road
characteristics and makes recommendations for improving safety on specific road sections. So far, 3 thousand kilometers of Russian
roads have already been digitized.

 Artificial intelligence in
the Russian healthcare is growing steadily. The number of
medical images analyzed in clinics in September <a target="_blank" href="https://t.me/ict_moscow_ai/1067">exceeded</a> 300 thousand. It took
less than two months, while the first 150 thousand images were processed within
three
months (from April to
July).

 
 Also, in early September, the first AI system for
analyzing medical images
from Celsus company was<a target="_blank" href="https://t.me/ict_moscow_ai/1035"> included</a> in the register of domestic software. This
will allow the developer to implement the solution in government medical
institutions.

 
 Meanwhile, doctors are getting accustomed to using artificial intelligence in everyday
tasks. The STC group (Speech Technology Center), which analyzes the level of doctors’ trust in the system for filling out medical documents by
voice, claims
that there is

in this indicator. A month after the launch of the corresponding project in Moscow medical
institutions 40% of doctors
were skeptical about the technology, but after three months the
percentage of doctors who were skeptical decreased to 6%.

Sberbank opened the first branch of the new generation

Sberbank presented new services in the ecosystem

Sberbank announced it has completed its acquisition of 100% of shares in Zvuk and is creating a new audio streaming service SberZvuk based on it.<a></a><a></a>

Sberbank bought Zvuk audio streaming service

According to the Deputy Mayor of Moscow Maxim Liksutov, the city authorities plan to simplify the process of entering the metro by using a face recognition payment system. The technology will start operating in test mode in the spring of 2021.

 
 So far, face recognition technology is used to track and arrest criminals. Currently there are 5 thousand cameras with face recognition technology at the subway stations.

 Closed testing has shown that the face recognition system allows passengers to enter the subway faster than a traditional turnstile with transport cards.

Moscow subway to deploy facial recognition payment system

Sberbank changed the brand of the Yandex.Money service, which is now 100% owned by the bank after the <a target="_blank" href="https://ict.moscow/en/news/yandex-announced-the-division-of-assets-with-sberbank/">split</a> of the joint venture with Yandex. From December 2020, the electronic payment service will be called YuMoney.

Sberbank joined blockchain-based commodity trade finance platform

The joint venture of Mail.ru Group and Sberbank will turn Delivery Club delivery service into a “super-app in the food industry”. In order to do this, the food delivery service will be complemented with the function of booking tables in restaurants.

 
 The booking function is implemented through the Smart Reserve system. This is part of the Foodplex service, which is, like Delivery Club, a part of the O2O Holding JV.

 
 Booking in restaurants will be free until the end of the year. The company clarified that “the further interaction model will be determined in the near future”.

 
 In the next updates to the application a map will appear. Restaurants will be marked, on the map, and from these restaurants customers will be able to order takeaway dishes or book a table. The kind of cartographic service that will be used is not specified. At the same time, in June, Sberbank closed the deal to acquire a controlling stake in the 2GIS service.

Mail.ru Group and Sberbank will create a “food super-app”  based on the Delivery Club service

O2O, the joint venture of Mail.ru Group and Sberbank, acquired 84.7% of the express delivery service for ready meals Local Kitchen. The founders of the service will retain the remaining shares.

 
 The deal will be closed by the end of the fourth quarter of 2020. The deal value is not disclosed.

 
 The service will be integrated into the ecosystems of Mail.ru Group and Sberbank: users will be able to log in via VK Connect or Sberbank ID. The mini-application of Local Kitchen is already available for VKontakte users.

 
 Local Kitchen uses a proprietary IT system to manage company processes, accurately forecast demand, and plan product delivery. After the integration of Local Kitchen into the ecosystems of Mail.ru Group and Sberbank, the companies will be able to exchange technologies to improve all O2O products.

The terms for the return of the pledge are “complete performance of any obligations” of the legal entity of the service, Loсalkitchen LLC, to O2O under a loan agreement for an amount of up to 290 million rubles, as stated in the extract from the Unified State Register of Legal Entities dated May 12, 2020. At that time, 15% of the shares of each Kozyrev and Kolesnikov were in pledge.

 The Federal project and
the Concept of regulation were approved
</h2>

 
 AI regulation was
mentioned most often in the news items in August. Vladimir Putin’s order to finalize
the federal project “Artificial Intelligence” until the end of summer was
fulfilled - at the end of August, the passport of the project was <a target="_blank" href="https://ict.moscow/en/news/artificial-intelligence-federal-project-was-approved/">approved</a>.

 
 The work on the Concept of
the regulation of AI and robotics until 2024 was <a target="_blank" href="https://ict.moscow/en/news/concept-for-the-regulation-of-artificial-intelligence-and-robotics-until-2024-has-been-approved/">completed</a>. It determines the
main areas in the domestic regulation, which require improvement in the next
four years.

 
 Work is underway to
regulate the field of personal data. In particular, it was announced that the
relevant law could be amended to provide for a data anonymization mechanism. A
companion law to the law “on experimental legal regimes” has also been
developed. It will allow to collect and analyze data in order to create and
implement medical AI systems. The systems will be developed in accordance with
the national standard, the first version of which was also presented in August.

 Readiness of state-owned
companies to implement AI
</h2>

 
 The participation of the
government in the development of artificial intelligence is not limited to
regulation only. Several state-owned companies have announced their readiness
to use artificial intelligence for solving their problems.

 
 For example, the Federal
Agency on Press and Mass Communications (Rospechat’) proposed to the Ministry
of Telecom and Mass Communications creating a data service based on AI, which
will check the reliability of news. The Federal Service for Supervision of
Communications, Information Technology, and Mass Media (Roskomnadzor) plans to
use AI to combat prohibited Internet content. The Federal Labor and Employment
Service (Rostrud)<a target="_blank" href="https://ict.moscow/en/news/rostrud-creates-a-job-placement-system-using-ai/"> plans</a> to create a recommendation service for finding suitable
vacancies based on the “Jobs in Russia” database.

 Unmanned vehicles slowed
down
</h2>

 
 The issue of unmanned
vehicles regulation should have been clarified by the end of the summer - it
was expected that Vladimir Putin would consider a revised roadmap for the
introduction of this type of transport in Russia. Whether it happened or not is
unknown, but in any case, the previously determined time frames are shifted
again: tests of unmanned cars without drivers in Russia were <a target="_blank" href="https://ict.moscow/en/news/self-driving-car-testing-is-postponed-until-2021/">postponed</a> until
2021.

 
 Meanwhile, Yandex decided
not to wait until Russian law would allow driving on public roads without a
person driving, and <a target="_blank" href="https://ict.moscow/en/news/yandex-begins-testing-self-driving-cars-in-michigan/">starte</a>d to test self-driving cars in Michigan. The
legislation of the state allows to use cars without the a driver or engineer at
the wheel.

 
 According to the survey
conducted by NTI “Autonet”, 77% of adult Russians are ready to use unmanned
taxis as soon as they appear on public roads. ICT.Moscow <a target="_blank" href="https://ict.moscow/en/news/self-driving-taxis-are-more-expected-in-russia-than-in-the-usa/">compared</a> the data with
other studies in this area. The results are as follows:

 Sberbank ecosystem’s
achievements
</h2>

 
 Self-driving vehicles have
yet to become a significant part of the ecosystems of Russian companies.
However, even without autonomous cars, the area is being developed quite
actively. Against this background, Sberbank could come into the spotlight on
the international arena in August.

 
 Earlier in August,
Sberbank <a target="_blank" href="https://ict.moscow/en/news/sberbank-was-named-the-best-bank-of-central-and-eastern-europe-for-innovation-in-digital-banking/">was named</a> the best bank in Central and Eastern Europe for digital
banking innovation. One of the projects for which the bank received the award
was its biometric facial recognition system. It is being implemented in the
company’s ATMs.

 
 VisionLabs, a part of the
Sberbank ecosystem that also develops face recognition algorithms, <a target="_blank" href="https://ict.moscow/en/news/visionlabs-was-ranked-first-in-nist-facial-recognition-algorithm-test/">took</a>&nbsp;first
place in the testing, that was conducted by the US National Institute of
Standards and Technology, for the third time. The purpose of testing was to
determine the most universal algorithms that can work in different application
scenarios.

 
 In August, ICT.Moscow
<a target="_blank" href="https://ict.moscow/en/news/specific-features-of-russian-ecosystems/">studied</a> the development of the ecosystems of Sberbank and its main competitors,
Yandex and Mail.ru Group, since November 2019, and the role that AI <a target="_blank" href="https://ict.moscow/en/news/role-of-ai-in-the-development-of-the-largest-ecosystems/">plays</a> in
these ecosystems. Artificial intelligence-related publications about Sberbank were
published most often: 32 out of 86 publications included in the monitoring of
ecosystems were dedicated to this company (while 25 out of 81 materials were
about Yandex, and 18 out of 75 were related to Mail.ru Group).

 At the end of July,
Yandex<a target="_blank" href="https://yandex.ru/company/researches/2020/ai-news"> published</a> a study on AI headlines over the past 10 years. ICT.Moscow
<a target="_blank" href="https://ict.moscow/en/news/research-the-most-notable-in-ai-news-headlines-in-russia-over-the-past-10-years/">studied</a> Yandex data and identified several patterns. These trends are as
follows

 <li>&nbsp;the most rapid growth in mentions of AI in headlines was
in 2016-2018. During that period, major players of the IT market, such as Sberbank

On Tuesday ICT.Moscow <a target="_blank" href="https://ict.moscow/en/news/specific-features-of-russian-ecosystems/">published </a>a
review of the development areas of three ecosystems: Yandex, Sberbank and Mail.ru Group. The monitoring includes the analysis
of 242 publications from November 2019 to August 2020. One of the conclusions
of the review was the fact that the areas for development of such business
model are defined by the specialization of the parent company, around which the
ecosystem is built.

 
 There was a significant number of publications dedicated to the use
of artificial intelligence, as well as on voice assistants, robotics and
unmanned vehicles. Sberbank has about 32 mentions of different AI technologies
out of 86 publications included in the monitoring, Yandex - 25 out of 81,
Mail.ru Group - 18 out of 75.

 
 The most common areas of AI use include voice assistants and other
speech processing and synthesis systems, unmanned vehicles, and biometric
systems.

in the context of the companies included in its ecosystem (MDG, VisionLabs).
However, Sberbank began to develop its own practices for working with AI. This
is also due to the launch of the Christophari supercomputer: in March its AI
Cloud platform was certified to work with personal data.

 
 During the pandemic, Sberbank was on the agenda more frequently:
from March to July inclusive, 11 publications related to coronavirus were
found. Artificial intelligence was mentioned in 5 cases. The company also&nbsp;<a target="_blank" href="https://ict.moscow/en/news/sberbank-has-launched-a-free-service-for-recognizing-ct-images/">developed</a> its own AI model for diagnosing COVID-19 and provided the regions
with free access to it.

 
 Currently, voice assistants are the main segment of AI, which is
practically not covered by Sberbank (as demonstrated by the materials found).
The ecosystem of the bank includes Speech Technology Center (STC), which is
developing solutions in the field of natural language processing (NLP), but
Sberbank still does not have its own analogue of Alice or Marusya.

 
 But the company is actively developing self-driving vehicles, working
in two areas at once. One is <a target="_blank" href="https://ict.moscow/en/card/cognitive-pilot/">Cognitive Pilot,</a> a joint venture with Cognitive
Technologies, which was announced in November. It took the companies only six
months to begin the industrial implementation of unmanned systems in
agricultural machinery. The second direction of work is the company’s own
development, and nothing is known about it yet, only the fact that the company
carries out the corresponding development activities.

 Yandex: working in all directions
</h2>

 
 Yandex, on the other hand, develops its own AI projects, rarely
getting involved in joint ventures. In 2020, the company <a target="_blank" href="https://ict.moscow/en/news/yandex-announced-the-division-of-assets-with-sberbank/">concluded</a> partnership
with Sberbank and reorganized Yandex.Money and Yandex.Market services. However,
there are exceptions: Yandex and NVIDIA announced joint support for AI startups
in their acceleration programs.

 
 In general, the company strives to scale its developments and
services independently. For example, Yandex <a target="_blank" href="https://www.world-today-news.com/yandex-cloud-launched-a-service-for-developers-in-the-field-of-machine-learning-yandex-datasphere-editorial-material/">launched</a>&nbsp;a cloud-based framework
for developing machine learning models last year. It was is aimed at involving
third-party developers in their own ecosystem, a significant part of which is
built on artificial intelligence technologies.

 
 Today Yandex carries out development work in every area of AI. There
were not many noticeable news items about the voice assistant “Alice” - two
publications were selected as part of the monitoring. In November 2019, the
assistant first learned to speak a foreign language - Turkish. And at the
beginning of the year, the developer integrated Alice even deeper into its own
ecosystem and added the ability to call Yandex.Taxi with its help.

 
 However,&nbsp; the main area of work, according to the head
of the company Arkady Volozh, is driverless vehicles. From November 2019 to
August 2020, there were at least 9 important news items for the company in two
areas of drones development. The first was self-driving cars (the fourth
generation was introduced, and the company’s cars entered the world top-3 in
terms of mileage). The second was the robotic courier Yandex.Rover, which was
announced to be tested in November, and in April it was already put into
commercial operation at Skolkovo.

 Mail.ru
Group: AI
through social networks
</h2>

 
 In terms of developing its own
services, Mail.ru Group combines the approaches of both Sberbank and Yandex.
But from the point of view of AI integration, the company’s model of work
resembles Yandex more. Mail.ru Group has recently been actively working in the
field of voice assistants:&nbsp; the smart
speaker "Capsule" was presented at the end of 2019, and in April 2020
this speaker equipped with “Marusya” voice assistant went on sale.

 
 The main difference between Mail.ru
Group and its competitors is that the company puts social networks at the
center of its ecosystem (as <a target="_blank" href="https://corp.imgsmail.ru/media/files/strategy2020-22.pdf">stated</a> in its development strategy). So it is not
surprising that the company begins to actively use artificial intelligence in
this area as well. Thus, it is planned to integrate VKontakte voice calls and
several other services with Capsule. And in Odnoklassniki (both social networks
are owned by Mail.ru Group) in March, a profile recovery function using face
recognition technology was launched.

 
 Like Yandex, Mail.ru
Group develops
all areas of artificial intelligence, but with one major exception. Driverless
vehicles are not on the Mail.ru Group agenda yet, and the plans of the company
for the development of this area are still unknown.

 It should also be noted that all the
three companies are expected to develop the area of scientific and technical
activities. In December, they signed a code of ethics for working with big
data, and a month before that they had announced plans to create an alliance
for the development of artificial intelligence. Companies also invest in
education in this area, entering into partnerships for the training of
specialists: for example, Sberbank and NUST MISIS or Yandex and ITMO
University.

 
 In general, the role of artificial
intelligence in Russian ecosystems corresponds to the general trends of the IT
market. At the beginning of the year, ICT.Moscow found out that most of the
world’s major analytical companies (including Gartner, IDC and KPMG) named AI
as one of the leading trends. Today, the active use of AI by Sberbank, Yandex
and Mail.ru Group shows that analysts were right: services using AI are
embedded in the life of businesses and end consumers.

Role of AI in the development of the largest ecosystems

VisionLabs have taken first place in the testing of&nbsp;facial recognition algorithms conducted of the National Institute of Standards and Technology of the United States.&nbsp;&nbsp;

of testing was to determine the most universal facial recognition algorithms
that work equally well in a wide variety of application scenarios. Testing was
carried out using several types of photos, from photographs to documents and
pictures from webcams and phones.

Mail.ru Group and Sberbank invested 12 billion rubles (approximately $164 million) in their joint venture focused on transportation and food.

 
 The funds will be used to expand areas and scale the businesses that were not included into the perimeter at the moment of the deal closure in December 2019. Among them there are 2GIS mapping service and Samokat express food delivery (75.6% stake consolidated in May), as well as other assets. 

 
 Moreover, the parties explain that the management of the joint venture is confident about the prospects of not only food delivery from restaurants, but also e-grocery, dark kitchens and dark stores.

 
 Following the additional funding, Sberbank and Mail.ru Group will continue to have equal stakes in the joint venture (45.005% each).

O2O enterprise of Mail.ru Group and Sberbank receives $164 million

Several Russian banks, such as Promsvyazabnk, Credit Bank of Moscow and VTB are exploring the possibility to issue loans at ATMs using biometrics, Izvestiya reports.

 
 According to Alexander Petrov, the Director of Payment Cards Department at Promsvyazbank, not only the current customers of the bank who have already opened an account at the bank branch, but also people who previously were not clients of the bank - after being identified using the Unified biometrics system - can receive loans. 

 
 Credit Bank of Moscow is developing a similar service, Izvestiya notes. It is expected that after the identification through an ATM the products of the credit institution will be available for the client at the ATM. The possibility of issuing loans is being explored by VTB and UBRD (Ural Bank for Reconstruction and Development).

 
 Sberbank and Tinkoff are already piloting facial recognition at ATMs. It was reported in January that Sberbank was testing facial biometrics technology at several self-service devices in the offices where they do not work with customers. Tinkoff is testing ATMs in Moscow shopping malls.

 Moscow has become the 16th metropolis, which was included in the number of representatives of the Global Innovation Alliance (GIA), created by the Singapore government to help startups to bring their products to foreign markets.

Currently, the most popular branch of technology implementation in Russia is medicine. Among other industries actively implementing AI practices, the following stand out: retail and e-commerce (18 new cases), logistics and transport (8 new cases).

ICT.Moscow has added 120 new cases of using AI by Russian developers to its <a href="https://ict.moscow/en/projects/ai/" target="_blank" rel="nofollow">knowledge base</a>. Thus, the total number of Russian technology application cases available in English now exceeds 400. Most AI practices were added in the MedTech segment — 25 new cases, followed by retail and e-commerce (18 new cases), logistics and transport (8 new cases).

 
 In addition, as part of the update, two new information blocks became available:<a href="https://ict.moscow/en/projects/ai/?goTo=analytics" target="_blank" rel="nofollow"> industry analytics </a>and a <a href="https://ict.moscow/en/projects/ai/?goTo=solutions" target="_blank" rel="nofollow">showcase of solutions</a> from Moscow-based developers, which contains more than 170 products.

 
 Updating and expanding the English-language knowledge base will allow international experts to get acquainted with Russian AI solutions, and domestic developers to export their products and find new partners for business development.

 
 In April 2021, ICT.Moscow launched the<a href="https://ict.moscow/en/projects/smartcitymoscow/" target="_blank" rel="nofollow"> Smart City Moscow</a> section for the international community.  The Ministry of Construction presented the data of the new Urban Economy Digitalization Index ("IQ of cities") for 2020. Moscow took the first place among the million-plus cities (103.25 points). The second and third places were shared by Voronezh (63.38) and Kazan (60.93), respectively.

 
 The index contains 47 indicators and is calculated in ten areas: urban management, smart housing and communal services, innovations for the urban environment, smart urban transport, intelligent systems of public and environmental safety, tourism and services, intelligent systems of social services, economic condition and investment climate, infrastructure of communication networks.

 The Moscow Innovation Cluster (MIC) has become a member of the TCI Network, an international network for the development of innovations and clusters. The joint programs are expected to help promote the projects of Moscow innovators in foreign markets.

 
 Within the TCI Network, there are two working groups: cluster development assessment and innovation. Their purpose is to hold design workshops or specialized meetings on thematic areas.

 From October 1 to October 6, 2021, for the first time, Moscow holds the finals of the International Collegiate Programming Contest (ICPC).

 
 More than 60,000 student programmers from more than 3,000 universities from up to 115 countries participate in qualifying rounds each year, and only the best of them reach the finals.

 
 The upcoming final will feature 100 teams with 15 from Russian teams, including five from Moscow. These are students of MIPT, Lomonosov Moscow State University, HSE, National Research Nuclear University MEPhI, and Moscow Aviation Institute.

 
 The current champion is the Moscow team, which won two consecutive years. Last year, due to the pandemic, the final was not held, and in 2019 it was held in Porto (Portugal), 10 Russian teams took part in it, including three from Moscow.

 Starting from September 15, Moscow city authorities plan to double the number of Moscow Metro stations with Face Pay system and by October 15 the system should work on all stations.

 
 As for the beginning of September, 15 thousand people have already submitted their biometric data. The system allows writing off funds from a bank card account, as well as from the Troika electronic card. The turnstiles that support the new technology are marked with a round black sticker on the floor.

 Recently, the popularity and adoption of artificial intelligence (AI) and machine learning (ML) into various business processes has been actively growing. However, the use of AI in business processes is accompanied by a rather significant stop factor: in order to effectively use ML algorithms to solve problems, you need to be a specialist in ML and AI.

 
 Is the field of AI on the verge of a tipping point, when, thanks to such specialized interfaces, ML will in fact become a publicly available tool that does not require deep specialized knowledge? ICT.Moscow discussed this issue with the lead author of a scientific article on transfer learning from Cornell University Swati Mishra, with Russian ML-developers from Yandex, Sberbank, consulting company GlowByte, among others.
